II.2.4)Description of the procurement:

The Southern and Eastern Norway Regional Health Authority (henceforth referred to as the contracting authority) shall enter into a framework agreement with one private provider of teleradiological services for all health/hospital trusts in the Southern and Easter Norway Regional Authority. Hospital Pharmacy trusts and the Hospital Partner trust shall not be included in the contract. Both non-profit and commercial providers who can provide the service within the geographical area of the Southern and Eastern Norway Regional Health Authority are invited to submit tenders. The health trusts belonging to the contracting authority and the five non-commercial hospitals with which the contracting authority has operating agreements with can not participate in the procurement, neither as main supplier nor sub-suppliers.

The framework agreement will be valid from 1.1.2023 (tentative contract start-up date) until and including 31.12.2026. The contracting authority has an exclusive right (option) for extending the framework agreement one (1) time. The duration of the extension can be up to twelve (12) months, but can also be shorter. The maximum contract period will thus be five (5) years (4+1).

The contracting authority will enter into framework agreement with an estimated financial limit of approx. 13 million (approx. NOK 65 million during the contract period including option for extension). The final contract scope will depend on the health authorities/hospitals request for the services.

The maximum financial limit throughout the contract period is NOK 110.5 million and includes an option for extension and the possibility of adjustment in accordance with Annex 5 - Mal for rammeavtale [Template for Framework Agreement] § 16.
