Market Dialogue (RFI) — Procurement of an IAM Service Contract
The purpose of the market dialogue (RFI) is to receive feedback from suppliers and investigate what systems for the operation of IAM services are available in the market. The background for this is that Bane NOR would like to outsource the current IAM system. Before holding a contest for a new contract, Bane NOR would like to get an overview of the current situation, as well as what will be the future need and possibilities in the market. The aim is procure a future operational contract with an IAM provider that amongst other things, ensures values such as quality, cost efficiency, flexibility, scalability and risk reduction. At the same time, the RFI process facilitates for real competition between the suppliers, including ensuring principles of non-discrimination, predictability and competition. This RFI process is only regulated by the Utilities Regulations to a small degree. The RFI is not binding for service providers or Bane NOR SF. Bane NOR SF comes under the Freedom of Information Act, which has provisions that ensure good protection for suppliers' ideas, information on the system, proposals for systems and business secrets, or information that is of vital importance for the company. Any expenses incurred by the RFI process are to be covered by the suppliers.

Bane NOR SF invites suppliers to a market dialogue (RFI) — procurement of an IAM service contract. Enquiries about registration for the RFI process and access to further RFI documentation are to sent by email to [email protected] by 23 May 2021 EOB. Mark the subject field ‘RFI - IAM service contract - Bane NOR ref. 202104581'. Bane NOR reserves the right to reject participation and access to further RFI documentation without giving a reason for suppliers/interested parties that are deemed to be unsuitable for the market dialogue. Before access to further documentation is given, suppliers will be sent a confidentiality agreement (NDA), which must be signed and returned by the supplier.
Bane NOR will hold a joint meeting on Teams on 27 May 2021 for suppliers that fulfil the terms for participation and access to further RFI documentation. The link will be sent to suppliers before the meeting. Questions and input on the RFI documentation are requested by 2 June 2021.
The deadline for invited suppliers to respond to the RFI documentation is 9 June 2021 at 9 a.m. (CEST). Based on the response, 1:1 meetings may be held with selected suppliers.
It may also be relevant to have a hearing on parts or all of the tender documentation on Doffin/TED. See the attached RFI documentation for further information on the process.

Questions and answers will be handled in an anonymous form, and any trade secrets and sensitive information will be excluded. Note that the RFI document and questionnaire will only be in English. Final decisions and choices have not yet been made. Potential tenderers should be aware that information provided in this competition and in the RFI documentation is in no way binding for the contracting authority. Furthermore, emphasis is put on the fact that it is not necessary to participate in the RFI process in order to participate in a later future service contract IAM (RFP process) — all the required information for participation and the preparation of a tender will be given in a later notice and in the contest documentation. This also applies to suppliers that are rejected for registration for the RFI and acess to RFI documentation.
We aim to hold the RFP process with a tentative notice and outsourcing in mid November 2021, with a tentative signing of a contract in Q2/Q3 2022. The RFI process will be the basis for further economic calculations and/or input for the requirements and content we must set for a possible future service contract for IAM. There will not be any reimbursement for responding to this enquiry and participation otherwise in the RFI process.
