The Norwegian Public Roads Administration invites to a dialogue meeting with potential suppliers of avalanche detection systems for the detection of avalanches at European road 8 in Lavangsdalen, Tromsø municipality and county road no. 15 through Grasdalen in Stryn municipality. The dialogue meeting shall be held digitally 8 April 2021 and the meeting shall be conducted in accordance with the Public Procurement Regulations §12-1 (regarding preparatory investigations).

II.2.4)Description of the procurement:

The Norwegian Public Roads Administration invites to a dialogue meeting with potential suppliers of avalanche detection systems with infrasonics technology for the detection of avalanches at European road 8 in Lavangsdalen, Tromsø municipality and county road No 15 through Grasdalen in Stryn municipality. The avalanche detection system shall not close the road but notify relevant parties concerned of avalanche activities in approximate real time. The objective of the avalanche detection systems at the sites is to reduce the probability of crews and road users driving into avalanche masses, provide a basis for more precise landslide notifications, contribute to effective decision-making processes with regard to closing roads, opening roads, preventive avalanche control and other emergency preparedness.

The dialogue meeting shall be held digitally 8 April 2021 and the meeting shall be conducted in accordance with the Public Procurement Regulations §12-1 (regarding preparatory investigations). The contracting authority therefore requests feedback from suppliers in the field active avalanche control, also for the technical options/limitations and on how such a contract can best organised in order to function optimally in the construction and operational stages. All feedback will be evaluated in the engineering design stage and when the tender documentation is prepared. As a basis for the dialogue meeting, the Norwegian Public Roads Administration will present report 717, ‘Deteksjon av snøskred ved Hjelp av infralyd’. The report represents experiences from four avalanche exposed roads in Norway (2014 – 2020).
