Framework agreement for the procurement of a temporary housing offer 2022
The service that will be procured is a temporary housing offer in accordance with the law on social services in labour and welfare administration (the Social Services Act), section 27.
An offer of temporary housing is to help acute homelessness and is not mean to be long term. The stay in the accommodation is to be as short as possible, and stays lasting for more than one month ought to be the exception.
The circular letter to the Social Services in NAV Act, R35-00 dated 22.06.2012, last amended 10.08.2021, provides further details on the requirements for a temporary housing offer, in addition to the approved requirements for the quality of the temporary housing offer for Oslo's inhabitants, City Council case 425/99 and City Council case 140/00. cf. points 4.1 and 4.2.

There is a need for different offers due to a large variation in the target group. The service is therefore split into three target groups;
1) drug and alcohol free offer for persons who need a 'roof over their head'
2) an offer for persons who need some assistance and guidance to come into contact with support, preferably NAV, in order to apply for a permanent housing offer, employment offer, and activities. The persons can have drug and alcohol problems, mental, and/or other challenges.
3) an offer to families with children.
Section III: Legal, economic, financial and technical information
Tax and VAT conditions:
Tenderers must have their tax and VAT payments in order.
Registration, authorisations, etc.:
Tenderers must be a legally established company
Economic and financial capacity:
Tenderers must have sufficient financial capacity to carry out the assignment/contract.
Conduct:
Tenderers must have good conduct.
Section IV: Procedure
Particular consideration to the users' need for continuity and stability in health and care services.
The tenders will be ranked on the basis of which tender has the lowest price. Tenderers will compete on a 24 hour price within each target group, i.e., the tenderers' prices will be evaluated against each other within each target group, cf. the tender documentation, point 5.
