The purpose of the framework agreement is to cover the contracting authority's need for targets and labels in a qualitative and cost efficient manner. The contract must be suitable for also giving the Norwegian Defence access to targets in a stand-by situation and for exercises. Another important focus area for the framework agreement is to reduce the environmental footprint by reducing the number of small orders. Even though there can be sudden need for targets, the focus under this framework agreement is to think long term and order larger volumes at a time.

The framework agreement will ensure good cooperation with a loyal partner with good knowledge and experience, who is continually able to comply with the purpose of the framework agreement.

The signed framework agreement will have an estimated value of NOK 7-10 million excluding VAT, including options for an extension. The framework agreement has a maximum value of approx. NOK 10 million excluding VAT.

The estimate is based on previous figures and anticipated future use according to the contracting authority's best judgement. Historical figures are only be seen as a guiding estimate.

Changes in need can depend on general events and decisions that the contracting authority does not currently have sufficient knowledge of to use in the estimate. These can typically be:

Internal changes and development, strategic and operational decisions, or other conditions.
