The contract is carried out as a purchase without a tender contest, cf. the Public Procurement Regulations § 13-4 (b) no. 2. Competition is impossible due to technical reasons. Only the mentioned supplier has a spectrum licence for the 450 MHz band in Norway. The Contracting Authority has made a legal assessment of the sole supplier situation.
