The procurement concerns cleaning services for Trøndelag district court's premises in:
- Namsos courthouse Address: Abel Meyers gate 10, 7800 Namsos.
- Brekstad courthouse Address: Rådhusgata 2, 7130 Brekstad.
- Steinkjer courthouse Address Strandvegen 40, 7713
Sub-contracts will be signed for each of the locations.
The contract period is 2 years with an option for 1+1+1 year extension to a total of maximum 5 years.

The procurement is for cleaning services for Trøndelag district court's premises in Namsos, in Abel Meyers gate 10, 7800 Namsos (4th floor). The premises consist of, amongst other things, courtrooms, meeting rooms, judges rooms, and toilets, and have a total gross area of approx. 530 m2. See the tender documentation for further details.

The procurement consists of cleaning services in Trøndelag district court's premises in Brekstad, in Rådhusgata 2, 7130 Brekstad. The premises consist of, amongst other things, courtrooms, meeting rooms, judges rooms, and toilets, and have a total gross area of approx. 630 m2. See the tender documentation for further details.

Steinkjer
The procurement consists of cleaning services for Trøndelag district court's premises in Steinkjer, in Strandvegen 40, 7713. Steinkjer courthouse is co-located with the land consolidation court, but the district court is the courthouse manager and sees to cleaning services for the entire courthouse. The contract is for the entire building. The premises consist of, amongst other things, courtrooms, meeting rooms, judges rooms, and toilets, and have a total gross area of approx. 3300 m2. Section III: Legal, economic, financial and technical information
Requirement: Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers: Company registration certificate
Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Requirement 1:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement:
Tax certificates not older than six months calculated from the tender deadline. A tax certificate is defined as:
For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collector's Office via Altinn.
Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.
Requirement 2:
Tenderers must have the sufficient financial strength to fulfil the contract.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service in Norway.
The Contracting Authority reserves the right to carry out a credit assessment.
Requirement no. 1: Tenderers must have a good ability to fulfil the contract.
Documentation requirement:
- A statement of the tenderer's average annual workforce in the last three years.
- A description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
Requirement 2: Tenderers must have good experience from similar deliveries.
Documentation requirement:
Documentation: Description of the tenderer's 3 most relevant assignments in the last 3 years (use the template in annex 4). The contracting authority reserves the right to contact the stated reference persons if needed.
Requirement 3: Tenderers must have a well-functioning quality management system.
Documentation requirement:
A statement of the tenderer's quality assurance system. If a tenderer is certified by a public certification body, it is sufficient to enclose a copy of the issued certificate. If the tenderer is not certified, the quality system must be documented, e.g. by presenting the table of contents of a quality manual, as well as presenting a brief description of how the requirement has been implemented and is regularly updated.
Requirement 4: Tenderers are required to have a system for monitoring and reporting their own environmental impact.
Documentation requirement:
Tenderers can document the requirement by presenting relevant environmental certificates, such as EMAS or ISO 14001 or equivalent, or give a description of own system and routines for environmental policy, environmental management system, training of employees for environmental-friendly cleaning, etc.
Only the tenderer's overall system is considered as a part of this requirement. The level of the tenderer's environmental work, specific environmental measures for the assignment, etc. are not considered as a part of this requirement and should not be described in detail.
