(2021/47542) Inspections and investigations within HR, framework agreement
The contest is for a framework agreement for carrying out inspections and investigations within the working and learning environment in order to map the actual conditions in cases where there can have been breaches of the Working Environment Act and other relevant rules. Individual resources at the tenderer can also be used in internal inspections. The assignment must be carried out in accordance with NTNU routines and guidelines.
The contract value is estimated to be above the EEA threshold. The need is uncertain. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
Anticipated annual volume: NOK 1.5 million excluding VAT to NOK 2.0 million excluding VAT. The estimated value is not binding for the contracting authority.
Maximum value including options and expected price increases: NOK 10 million excluding VAT.

Sub-tenders/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered splitting up the assignment in accordance with PPR section 19-4, but has decided that this is not suitable for this procurement.
The contracting authority reserves the right to accept all or parts of a tender.
Framework agreement
The procurement will be regulated by the attached framework agreement.
The framework agreement will be valid from and including 2021-11-08 until and including 2023-11-07, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.
The contracting authority will enter into a contract with 2 tenderers in ranked order of priority, if a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
