  Invitation for Bids Date: 3 November 2021 Grant No. and Title: G0569-TAJ: Central Asia Regional Economic Cooperation Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project – Additional Financing Contract No. and Title: OCB/CP-05/2021: Dushanbe-Tursunzoda and Ayni-Panjakent Road Safety Improvements Deadline for Submission of Bids: 17 December 2021, 10:00 hours (Dushanbe time)  1.    The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of Central Asia Regional Economic Cooperation Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project – Additional Financing, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    The Ministry of Transport of the Republic of Tajikistan (“the Employer”) invites sealed bids from eligible Bidders for Dushanbe-Tursunzoda and Ayni-Panjakent Road Safety Improvements (“the Works”). The Works comprise the removal of bituminous pavement layers, partial removal of the granular pavement material from the existing road, execution of earthworks necessary for the rehabilitation of the existing carriageway, construction of side drains, replacement/extension of existing culverts, construction of retaining walls, road subgrade, granular sub-base and base course layers, placing asphalt concrete, and provision of road furniture.  3.    International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.  4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Current soundness of the Bidder’s financial position; as a minimum, the Bidder's net worth for the last year should be positive. ●     Minimum Average Annual Construction Turnover within the last three (3) years: USD 7,670,000. ●     Financial resources less financial obligations for current contract commitments: Not less than USD 960,000. ●     Participation as a contractor, Joint Venture partner, or Subcontractor in at least one (1) similar contract that has been successfully or substantially completed within the last five (5) years, where the value of the Bidder’s participation exceeds: USD 3,100,000. ●     Construction experience: --    Formation of Embankment at least 100,000 m 3 in a single contract for the last five (5) years  --    Asphalt pavement at least 26,000 m 2 in a single contract for the last five (5) years  o Rehabilitation of at least one (1) reinforced or pre-stressed concrete bridge, length not less than minimum 20 meter for the last five (5) years--    Construction of retaining walls with length not less than minimum 35 m in a single contract for the last five (5) years Supply and Installation of at least 1,300 meters’ street lighting for the last five (5) years--    Supply and Installation of street lighting at least 1,000 m and traffic lights in the amount of at least 20 pieces in a single contract for the last five (5) years.  This document summarizes only a part of the requirements for information to the potential Bidders.
