Specific Procurement Notice   Request for Bids Output and Performance-Based Road Contracts (Single Stage, Two-Envelope Bidding Process, Without Prequalification)   Employer: Road Development Agency Project: Improved Rural Connectivity Project Contract title: Output and Performance-Based Road Contract for Package 4 in Eastern Province (Petauke, Sinda and Katete Districts) Country: Zambia Loan No.: IDA V0570001 RFB No: RDA/CE/ICB/003/021 Issued on: June 28, 2021 1.   The Road Development Agency has received financing from the World Bank towards the cost of the Improved Rural Connectivity Project and intends to apply part of the proceeds toward payments under the contract for Output and Performance-Based Road Contract for Package 4 in Eastern Province (Petauke, Sinda and Katete Districts). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2.   The Road Development Agency now invites sealed Bids from eligible Bidders for Output and Performance-Based Road Contract for Package 4 in Eastern Province (Petauke, Sinda and Katete Districts). 3.   Bidding will be conducted through Open International Competitive Procurement using Request for Bids (RFB) Selection Method as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services July 2016, Revised November 2017, and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Request for Bids. 4.   Interested eligible Bidders may (i)  obtain further information from Road Development Agency, [email protected] or [email protected], Copy: [email protected], [email protected], [email protected] and or (ii) inspect the Request for Bids document during office hours [09:00 hours to 16:00 hours] at the address given below. 5.    The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of K2,200.00 (Zambian Kwacha Two Thousand Two Hundred Only). The method of payment will be by cheque or cash payment to RDA Accounts. In addition to the official hard copy the bidding document will be issued for convenience purposes only as a softcopy. Please note that of the 2 documents, it is the hard copy which should be considered as the official copy in case of discrepancy between the two. 6.   Bids must be delivered to the address below on or before Friday, August 20, 2021, 10:00 hours, Local Time. Electronic Bidding will Not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Friday, August 20, 2021, 10:00 hours, Local Time All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7.   All Bids must be accompanied by a Bid Security of Zambian Kwacha One Million only (K1,000,000.00) in the form as requested in the Bid document. 8.   Attention is drawn to the Procurement Regulations (i) requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document and (ii) requirement for the Bidders to comply with the Sexual exploitation and Abuse / Sexual Harrasment (SEA / SH) prevention and response mechanisms as detailed in the Bidding Document. 9. COVID 19 Compliance.
