  Invitation for Bids Date: 18 May 2021 Loan No. and Title: Loan 3793-INO: Emergency Assistance for Rehabilitation and Reconstruction (EARR) Project – Public Works Infrastructure Contract No. and Title: Package 2: Works for PASIGALA raw water transmission system rehabilitation Deadline for Submission of Bids: 3 June 2021; 9:00 hours (Western Indonesian Time) 1.     The Government of the Republic of Indonesia has received financing from the Asian Development Bank (ADB) toward the cost of Emergency Assistance for Rehabilitation and Reconstruction (EARR) Project.  Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.   2.     The Sulawesi III River Basin Organization, Central Sulawesi Province, Directorate General of Water Resources, Ministry of Public Works and Public Housing (“the Employer”) invites online bids/tenders from eligible Bidders for the the Works for PASIGALA raw water transmission system rehabilitation (Package 2) (“the Works”).  3.     Open Competitive Bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.  4.     Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Minimum average annual construction turnover of IDR 421,893,000,000 calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2016-2020). ●     Participation in at least one (1) contract that has been successfully or are substantially completed within the last ten (10) years (2010-2020), and that is similar to the proposed works in water resources construction works (such as construction of weirs and its associated works, and transmission pipes for water supply) where the value of the Bidder’s participation exceeds IDR 253,136,000,000. ●     For the above or other contracts executed during the period stipulated above, a minimum construction experience in the following key activities:--    Installation of GIP with minimum diameter of 500 mm and minimum length of 5,000 m --    Installation of HDPE with minimum diameter of 500 mm and minimum length of 5,000 m --    Concrete works with minimum volume of 10,000 m 3  --    Earth works with minimum volume 50,000 m 3   The qualification criteria are more completely described in the Bidding Document.   5.     To obtain the Bidding Document, interested Bidders should download from the website (SPSE 4.3): https://lpse.pu.go.id/eproc4/lelang/72902064/pengumumanlelang.    6.     This is an online bidding where only e-Tender (e-bid) will be accepted through SPSE (Government’s e-procurement platform) and no offline/hard copies will be accepted.
