   Invitation for Bids   Date: 6 December 2021 Loan/Grant No. and Title: 3918-BAN(COL): COVID-19 Response Emergency Assistance Project Contract No. and Title: Package No. W-01:  Isolation Centers and Critical Care Units in 17 Medical College Hospitals (Lot 01: Construction of Civil & Internal Electrification Work at Dhaka Medical College Hospital) Deadline for Submission of Bids: 3 January 2022; 10:00 hours [Bangladesh Standard Time (GMT+6 hours)]   1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of COVID-19 Response Emergency Assistance Project, and it intends to apply part of the proceeds of this loan for payments under the contract named above. This contract will be jointly financed by ADB and the People’s Republic of Bangladesh. The eligibility rules and procedures of the ADB’s Procurement Regulations will govern the bidding process. Bidding is open to bidders from eligible source countries of the ADB.    2.    The Public Works Department (PWD, the “Employer”) invites bids/tenders from eligible bidders/tenderers/contractors for the 50 bed Isolation Unit 10 bed ICU/CCU for Civil & Internal Electrification Work at Dhaka Medical College Hospital (the “Works). The works in the electronic Tender Document (e-TD) document is summarized below:    Package No. Lot No. Description of Items Quantity (Nos. in Total) Delivery period W-01 Lot1 Construction of Civil & Internal Electrification Work at Dhaka Medical College Hospital 50 bed Isolation Unit& 10 bed ICU/CCU 180 days     3.    Open Competitive Bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: One Envelope bidding procedure through the national electronic Government Procurement (e-GP) portal of Bangladesh (https://www.eprocure.gov.bd/) and is open to all bidders from eligible source countries as described in the Bidding Document.    4.    Only eligible bidders with the following key qualifications should participate in this bidding:   Minimum Level of Construction Experience: •       The minimum number of years of general experience of the bidders in construction works shall be five (5) years. •       A satisfactory completion of similar works of at least one (1) Building Construction including electrical works under single contract within the last five (5) years of a value of at least Tk. 25,000,000 (two crore fifty lac). Years to be counted backward from the date of publication of Invitation for Bids (IFB). Minimum Level of Financial Capacity: •       The required average annual construction turnover shall be greater than Tk. 60,000,000 (six crore) over the last five (5) years counting backward from the date of publication of IFB. For the calculation of construction turnover, only payment certificates will be taken into account. “To qualify for multiple contract awards to be implemented by the same contractor over an overlapping time-period, bidder shall meet the aggregated requirement of Instructions to Bidders (ITT) 16.1(a)and ITT 16.1(b).”   Liquid Assets: •       The minimum amount of free fund (liquid assets) i. e. working capitals or credit facilities of the bidder shall be Tk. 14,000,000 (one crore forty lac).   Details of eligibility and qualification criteria have been completely described in the e-TD available in the national e-GP portal: www.eprocure.gov.bd, e-Tender ID: 613142.   5.    To obtain the e-TD and participate in the e-tendering, eligible bidders/contractors are required to be registered in e-GP system complying with requirements and procedures described in website (https://www.eprocure.gov.bd/NewUserRegistrationLoginDetails.jsp). For clarification regarding the bids, interested bidders/contractors may e-mail to the Employer at [email protected].   6.    The fees for downloading the e-TD from the e-GP portal, and the bid/tender security as mentioned in the documents have to be deposited online through any branch of the banks registered in the e-GP system.    7.    Bids/tenders must be submitted in the e-GP system at or before 10:00 hours BST on 3 January 2022. No hard copy submission will be allowed. All bids/tenders must be accompanied by documentation as stated in the e-TD. Bids/tenders will be opened online at 12:00 hours BST on 3 January 2022 in the e-GP system.     8.    The Employer will not be responsible for any cost or expense incurred by bidders/contractors in connection with the preparation and delivery of bids/tenders.   9.    The Employer reserves the right to accept or reject any or all the bids/tenders without assigning any reason.     Mr. Md.
