Deadline for Submission of Bids: 24 January 2022 14:00 hours and 14:30 hours (Bangladesh Standard Time)   1.             The Government of the People’s Republic of Bangladesh (the Borrower) has applied for financing from the Asian Development Bank (ADB) towards the cost of “ South Asia Subregional Economic Cooperation Dhaka–Sylhet Corridor Road Investment Project”. Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of the ADB.   2.             The Roads and Highways Department (RHD), the Executing Agency under Road Transport and Highways Division, Ministry of Road Transport and Bridges (MRTB), invites sealed bids from eligible Bidders for LOT No. DS-3 and LOT No. DS-4 of Package No. WP-2. Eligible Bidders can submit bids for one of the lots or both lots.   LOT No. DS- 11 Part – 1: Construction Phase: Improvement of Dhaka- Sylhet National Highway (N2) into 4-Lane Highway with Service Lanes on Both Side from Sherpur Bridge Toll Plaza to Khasikapon Bazar End (Ch 186+700 to 200+800 km). Which includes, but is not limited to the following works: •       Flexible Pavement works with Modified Bitumen •       Earthwork in Road Embankment and Slope Protection •       Rigid Pavement in Service Lanes, at Bus Bays • Culverts – 10 Nos. •       Bridges- 6 Nos. •       Misc.  works items of Sign Signal, Guide Post, Road Marking etc. Part – 2: Maintenance Phase: Performance Based Maintenance of Improved Dhaka- Sylhet National Highway (N2) for 6 Years from Sherpur Bridge Toll Plaza to Khasikapon Bazar End (Ch 186+700 to 200+800 km). LOT No. DS12A Part – 1: Construction Phase: Improvement of Dhaka- Sylhet National Highway (N2) into 4-Lane Highway with Service Lanes on Both Side from Khasikapon Bazar End to 7 Armed Police Battalion Headquarters, Lalabazar (Ch 200+800 to 211+900 km). Which includes, but is not limited to the following works: •       Flexible Pavement works with Modified Bitumen  •       Earthwork in Road Embankment and Slope Protection    Part – 2: Maintenance Phase: Performance Based Maintenance of Improved Dhaka- Sylhet National Highway (N2) for 6 Years from Khasikapon Bazar End to 7 Armed Police Battalion Headquarters, Lalabazar (Ch 200+800 to 211+900 km). • • • Rigid Pavement in Service Lanes, at Bus Bays  Culverts – 15 Nos.  Misc.  works items of Sign Signal, Guide Post, Road Marking etc.   3.             Completion time of the works from the commencement date for each Lot is 1460 days. Completion time for the Maintenance Phase works (Performance Based Maintenance works) from the end of defect notification period for each Lot is 2,190 days.   4.             Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as defined in Bidding Document.   5.             Only eligible Bidders with the following key qualification should participate in this bidding:      LOT No. DS-11 LOT No. DS-12A Average Annual Construction Turnover    The Bidder shall have minimum Average Annual Construction Turnover of USD 54 million for the contract calculated as total certified payments received for contracts in progress or completed within the last five (5) years. The Bidder shall have minimum Average Annual Construction Turnover of USD 32 million for the contract calculated as total certified payments received for contracts in progress or completed within the last five (5) years. Financial Resources Requirement of minimum amount of liquid assets of the Bidder shall be USD 7 million for the contract. Requirement of minimum amount of liquid assets of the Bidder shall be USD 4 million for the contract. Construction Experience Participated in at least one (1) Contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 86 Million for the contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6, Employer’s Requirements. The complete eligibility and qualification requirements are stipulated in Section 3: Evaluation and Qualification Criteria. Participated in at least one (1) Contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 51 Million for the contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6, Employer’s Requirements. The Bidding Document may also be sent via courier for an additional fee of Tk. 50,000 for overseas delivery only. No liability will be accepted for loss or late delivery of the Bidding Document.    8.             A Pre-Bid meeting will be held at the office of the Chief Engineer’s Conference Room, Sarak Bhaban, Tejgaon, Dhaka. Late Bids shall be rejected.    10.          The Technical Proposal of the Bids for Lot No. DS-11 will be opened at 14:15 hours and for Lot No. DS-12A will be opened at 14:45 hours (Bangladesh Standard Time) at the address above on 24 January 2022 in the presence of the Bidders’ representatives who choose to attend.
