  MINISTRY OF EDUCATION AND SPORTS   SPECIFIC PROCUREMENT NOTICE   COUNTRY: UGANDA   NAME OF PROJECT: UGANDA SKILLS DEVELOPMENT PROJECT (USDP) CREDIT NO: 5406-UG     N/S ASSIGNMENT PROCUREMENT REF   Consultancy Services for Procurement Audit MOES/SERVICES/2020-2021/00284   Consultancy Services for Environmental and Social Audit of  4 Centres of Excellence (CoE) and 12 Vocational Technical Institutions (VTIs) MOES/SERVICES/20-21/00287   Consultancy Services to verify Physical Performance & Construction Audit for Civil Works MOES/SERVICES/20-21/00282     REQUEST FOR EXPRESSIONS OF INTEREST   The Ministry of Education and Sports has received financing from the World Bank toward the cost of the Uganda Skills Development Project and intends to apply part of the proceeds for consulting services.   The consulting services (“the Services”) include: (i) Procurement auditing for all procurement categories; (ii) Environmental and Social Audit for the newly constructed Centers of Excellence and VTIs; (iii) Verification of physical performance and audit of civil works.     The Ministry of Education and Sports now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:   Company’s background and evidence of registration. The consulting firm should have general experience of not less than five years. The consulting firm should have experience of at least two projects of similar nature related to the subject of procurement under World Bank or Government of Uganda Public Procurement Guidelines during the last five years each of a value of UGX.200, million and above Detailed company profiles including financial status and evidence of technical capability to undertake the assignments. Firms must possess tax and NSSF compliance certificates or equivalent documentation.   The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers   (January 2011 revised July 2014)  (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility. In addition, please refer to the following specific information on conflict of interest related to this assignment.     Consultants may submit their Expression of Interests as an individual firm or in association in the form of a joint venture or sub consultancy.  All the members of the joint venture shall be jointly and severally liable for the entire assignment.  However, the experience of sub-consultant will not be considered while short-listing.
