Specific Procurement Notice   REQUEST FOR QUOTATIONS (RFQ) Goods   Country: Afghanistan Name of Project: Tackling Afghanistan’s Government HRM and Institutional Reforms (TAGHAIR) Contract Title: Procurement of Books for Exam Content Development Research Center and Appointment Board, IARCSC Loan No./Credit No./ Grant No.: TF-A9123 and IDA-D4130 RFB Reference No.: AF-IARCSC-TAGHIR-238001-GO-RFQ (Rebid)   The Government of Islamic Republic of Afghanistan has received financing from the World Bank toward the cost of the Tackling Afghanistan’s Government HRM and Institutional Reforms (TAGHAIR) and intends to apply part of the proceeds toward payments under the contract for Procurement of Books for Exam Content Development Research Center and Appointment Board, IARCSC, For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.   The Independent Administrative Reform and Civil Service Commission now invites sealed Quotations from eligible Bidders for Procurement of Books for Exam Content Development Research Center and Appointment Board, IARCSC.   POST-QUALIFICATION CRITERIA: For the Supplier determined after the evaluation to be the lowest the assessment of post-qualification criteria will be undertaken. The Bidder must meet the following criteria: Financial Capability- The Supplier shall furnish documentary evidence (e.g. a Chartered Accountant/Auditor’s Certificate/ Bank Statement, Liquid Assets or an Unconditional Line of Credit) that it meets the requirement of minimum annual financial turnover in respect of Goods of 847,000 Eight Hundred and Forty Seven Thousand Afghani in any of the last five Financial Years. Similar Experience- The Supplier shall furnish documentary evidence (e.g copy of the Contracts, copy of the invoices, etc.) that it meets the requirement of minimum two Contracts each with a value of 592,900 Five Hundred and Ninety Two Thousand and Nine Hundred Afghani during the last three years.   SUBMSSION: Your quotation, in duplicate, must be delivered to the office and/or Submit to the authorized person of the undersigned on or BEFORE 30/06/2021 at 10:00 am Kabul Local Time.
