As part of the ongoing system reforms by the present Afghanistan Government, National Procurement Authority (NPA) has been established to act as the apex procurement organization to formulate policies related to public procurement and to regulate the public procurement function in the country. The National Procurement Institute (NPI); the procurement-training arm of the National Procurement Authority is established as per the provisions of the Article 57 of the Procurement Law of the Islamic Republic of Afghanistan, under which, the NPA is charged with making arrangements for the professional development of the procurement cadres. The NPI’s mission is to provide certified public procurement skills and knowledge training to professionalize the skills of public purchasers, private sector suppliers, and the next generation of procurement professionals, to further the NPA’s strategic capacity building goals and support the attainment of spend priorities set by the Government of Afghanistan. The best way to justify value for money is the proper implementation of a procurement system within the public sector in Afghanistan. Thus, there is a strong need to train all those concerned and engaged with this subject. The importance of training on procurement spread over many different segments of interested groups, these groups vary from the procurement officers to auditors, media, politicians and the young generation interested in pursuing a career in public procurement. To date, considerable amount of work has already been achieved as the NPI has already trained in excess of 5000+ procurement staff in a number of foundational public procurement techniques. This was a first step of many to establishing a national talent pool, a phase in the development of the NPI that it is already committed to build upon. In the last 2 years, with the support of the World Bank, the NPI has been working with global public procurement specialists to develop the strategic plan for professionalization of procurement cadres and build a world-class certificated training program. The newly developed Procurement Professionalization Strategy and Training Program caters for both those who are new to the subject of procurement, and those who are more experienced, by helping develop and enhance their existing skills and knowledge of with the intricacies of public procurement, allowing them to expand their knowledge and broaden their horizons so that they become agents for transformational change within their Public Entities.
