IDA 62770 NG, P124905   SPECIFIC PROCUREMENT NOTICE   Invitation for Bids – Small Works (One-Envelope Bidding Process)   Country: Nigeria   Project: Ekiti State Nigeria Erosion and Watershed Management Project (EK-NEWMAP)    Credit No.: IDA 62770-NG   Contract Title: Procurement of Contractor for Construction of Erosion Control Works in Aiya I Sites at Ikere Ekiti, Ekiti State   Lot 1: Construction of Erosion Control Works in Afao-Oriebu Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06a   Lot 2: Construction of Erosion Control Works in Kajola-Temidire Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06b   Lot 3: Construction of Erosion Control Works in Bisi Aloba-Adun Ogbo Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06c   Issue Date:   Thursday January 28, 2021   The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Contractor for Construction of Erosion Control Works in Aiya I Sites at Ikere Ekiti, Ekiti State (Lots 1, 2 and 3).   The State Project Monitoring Unit (SPMU), Ekiti State Nigeria Erosion and Watershed Management Project (EK-NEWMAP) on behalf of Ekiti State Government now invites sealed Bids from eligible Bidders for contract for Procurement of Contractor for Construction of Erosion Control Works in Aiya I Sites at Ikere Ekiti, Ekiti State (Lots 1, 2 and 3)   Lot DESCRIPTION LOCATIONS BID SECURITY Lot 1 Construction of Erosion Control Works in Afao-Oriebu Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06a   Afao-Oriebu Community, Ikere Ekiti N35,000,000.00 Lot 2 Construction of Erosion Control Works in Kajola-Temidire Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06b Kajola-Temidire Community, Ikere Ekiti   N60,000,000.00 Lot 3 Construction of Erosion Control Works in Bisi Aloha-Adun Ogbo Community Gully Erosion Site in Aiya, Ikere Ekiti Contract No: EKNEWMAP/CW/NCB/20/06c Bisi Aloha-Adun Ogbo Community, Ikere Ekiti     N65,000,000.00   Qualification Criteria:   To be eligible for the construction works, bidders must meet the following criteria:   Have a General Civil Construction Experience of at least Ten (10) years.   Have a minimum of Two (2) similar contracts of at least N1.0Billion (Lot 1), N2.0Billion (Lot 2) and N2.1Billion (Lot 3); that have been satisfactorily or substantially (at least 80%) completed as prime contractor between January 1 2016 and the submission deadline. The qualifying contracts must be in works related to the assignment.   Minimum Average Annual Turnover in Construction works of at least the following amounts in the last Five (5) years N11.0Billion (Lot 1); N20.0Billion (Lot 2) and N21Billion (Lot 3)   Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N900Million (Lot 1), N1.6Billion (Lot 2) and N1.7Billion (Lot 3)   Bidding will be conducted through Limited National Competitive Bidding procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Guidelines of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” July 2016 and revised November 2017 and August 2018 (“Procurement Guidelines”) and is open to all eligible Bidders as defined in the Procurement Guidelines and is open to all Bidders as defined in the Procurement Regulations. The document will be picked at the address below or sent by email or Courier upon request.   Sealed Bids must be delivered in hardcopy to the address below on or before 12.00 Noon, Thurs day 25, February, 202 1. Electronic submission of bid will be permitted by email with password protected read-only documents as attachment through the email address specified in the bidding document. Late bids will be rejected. Bidder are to email their bid document password to the employer within One (1) hour after the submission deadline. Acknowledgement of bid submission and password will be provided by the employer. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.     All Bids must be accompanied by a BID SECURITY as stated in the table above.   Bidders may seek clarification on the content of the bid packages up to 7 days before bid closing date. Requests for Clarification may be sent by email or in writing to the address below A Pre-bid meeting would be held at the address below on Thurs day February 11, 202 1, which is two Weeks before the tender opening date by 12:00 noon to allow potential bidders seek clarifications on the bidding document.   Given the peculiarities of COVID-19 emergency, by participating in this tender, bidders agree that all electronic documents provided under this tender will be treated as original documents and are legally binding. Therefore, Letters of Bid, Power of Attorney, All Submission Forms, Bill of Quantities, Financial Proposals, Bid security, Manufacturers’ Authorization etc must be duly signed by the designated officer of the bidder with power of attorney.
