Request for Expression of Interest (Services of Individual Consultant)   Republic of Belarus Belarus Higher Education Modernization Project Loan No. 9056-BY   Procurement of consulting services of an expert with relevant international experience.   Purpose: training (advanced training) of academics and Academic Services staff. Subject matter: introduction of the learning outcomes methodology in design and assessment of the higher education curriculum.   Consulting services include, but are not limited to: 1) to develop an advanced training program in the Russian language and submit it to the National Institute of Higher Education (RIVSH) for approval (term of study is 1 week, 36 academic hours); 2) to develop lecture content, supporting materials and practice focused tasks in the Russian language for advanced training students; 3) to organize and carry out the advanced training program in the Russian language for one group of students (the target audience is the teaching and Academic Services staff of the HEIs), and to perform end-of-course assessment of the said students in accordance with the approved training schedule and content; 4) to make up a list of references related to the subject of the advanced training course in the Russian language; 5) to submit a report to the RIVSH on the advanced training outcomes in the Russian language; 6) to provide advice to the national experts engaged in the advanced training of teaching and Academic Services staff of the HEIs on the topics of the advanced training program developed by the expert; 7) to submit a report to the RIVSH on the results of consulting services to national experts in the Russian language. Maintenance and reporting of records. RISH appoints a responsible person (coordinator) for receiving (approving) reports. At the end of each stage, the expert submits to the coordinator an Application for consulting services, an Acceptance Certificate, and in cases of work performed outside the place of permanent residence- original documents confirming the actual costs incurred (for example: checks, travel documents, etc.) for consideration and approval (no more than 5 working days) for further transfer for payment. The work of the expert will be carried out in accordance with the internal work schedule of the RIVSH (according to the agreed work schedule) from the moment of signing the contract and in accordance with the terms of the expert's services. The assignment is expected to run between October 2021 and December 2021. The Department for the Implementation of Investment Projects of the Scientific and Methodological Institution «National Institute of Education» of the Ministry of Education of the Republic of Belarus (NIE) invites potential eligible consultants to express their interest in providing the above services by submitting an «Expression of Interest».
