MINISTRY OF FINANCE SOMALIA CRISIS RECOVERY PROJECT (SCRP) REQUEST FOR EXPRESSION OF INTEREST (REOI) Individual Selection of Consultant   Country:                       Federal Republic of Somalia (FGS) Name of Project:        Somalia Crisis Recovery Project (SCRP) Project ID:                    P173315 Assignment Title:         Project Engineer, Jubaland State Project Team Individual / Firm        Individual Duty Station:               Kismayo, Jubaland State of Somalia with field visits as necessary in Jubaland State Reference No.:             SO-MOF-196556-CS-INDV Submission Deadline: 26  Dec 2020  @ 16:00 hours EAT 1.  Background: The Federal Republic of Somalia has received financing from the World Bank through the Ministry of Finance (MoF) toward the cost of the Somalia Crisis Recovery Project. The Project Development Objective is to support the recovery of livelihoods and infrastructure in flood and drought affected areas and strengthen capacity for disaster preparedness nationwide. The project has five components: (i) Immediate basic services and livelihood support for early recovery; (ii) Medium-term flood recovery; (iii) Longer-term disaster risk management and preparedness; (iv) Project Management; and (v) Contingency Emergency Response Component. A Project Implementation Unit (PIU) is embedded into the Ministry of Finance, Federal Government of Somalia and co-staffed by a combination of MOF and MoPIED personnel. PIU is responsible for project management, coordination and implementation of the project including through the establishment of State Project Teams (SPT) that will serve as a state-level extension of the PIU to provide coordination and quality assurance support. The MoF is seeking to use a portion of the SCRP funding to finance the recruitment of a Project Engineer, Jubaland State Project Team. 2.  Responsibilities: The Project Engineer reporting to the SPT Coordinator will backstop the PIU in all aspects of technical tasks, particularly in coordinating with the relevant project stakeholders at the Federal Member State (FMS) level. The key responsibilities include; coordination and technical support to the feasibility studies, designs, costs estimate, preparation of bid documents, construction supervisions, contracts administrations, monitoring and reporting on progress as well as other technical tasks as requested by the PIU Engineer. The detailed Terms of Reference (TOR) can be found at the following website: www.mof.gov.so  or it can be forwarded to the applicant upon submission of application to the email address indicated below. 3.   Selection Criteria: The selection shall be based on qualification, experience & skills of the candidate and followed by an interview. The qualification, experience and skills should include: Bachelor’s Degree in civil engineering or any other related fields. Minimum 5 years of experience with urban and community infrastructure construction and rehabilitation. Experience executing externally financed projects is desirable Sound knowledge of engineering tasks such as like pre-feasibility and feasibility studies, detailed engineering designs, preparation of drawings, BoQs, Bid Documents etc., and Contract Management Construction supervision experience and skills of ensuring engineering and social compliances through contractors Demonstrated ability to work within diverse and demanding environments while maintaining excellent communication and negotiating skills Demonstrated experience leading teams and successful ability to work within a team Evidence of analytical capacity and competence in providing detailed strategies for the successful delivery small infrastructure work in challenging situations Relevant experience of working on World Bank projects and understanding of World Bank Standards and guidelines is highly desirable Excellent analytical and report writing skills Excellent command of Somali and English (oral and written) 4. Reporting: The state engineer will report to the State Project Coordinator. In addition, he/she will receive technical guidance from the PIU Engineer. 5. Duration of the Assignment: 12 months, renewable based on satisfactory performance and availability of budget. 6. Application Submission: The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).
