Project- Bangladesh Weather and Climate Services Regional Project (BWCSRP): Component-B Strengthening Hydrological Information Services and Early Warning Systems (SHEWS). Credit No.: 5837-BD. Contract Title: Purchase of Survey Boats and Survey Catamarans (03 nos. survey boats and 03 nos. survey catamarans). Reference No.: BDWB-G25. 1.  The People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangladesh Weather and Climate Services Regional Project (BWCSRP): Component-B Strengthening Hydrological Information Services and Early Warning Systems (SHEWS) and intends to apply part of the proceeds toward payments under the contract for Purchase of Survey Boats and Survey Catamarans. 2.  The Bangladesh Water Development Board (BWDB) now invites sealed bids from eligible bidders for Purchase of Survey Boats and Survey Catamarans. 3.  Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4.  Interested eligible bidders may obtain further information from Project Director, Bangladesh Weather and Climate Services Regional Project (BWCSRP): Component-B Strengthening Hydrological Information Services and Early Warning Systems (SHEWS), Bangladesh Water Development Board and inspect the bidding documents during office hours (0900 to 1700 hours local  time) at the address given below. 5.   A pre-bid meeting will be held on September 22, 2021 at 11:00 hrs. at the conference room of project, BWCSRP: Component-B Strengthening Hydrological Information Services and Early Warning Systems (SHEWS) to clarify the issues and to answer questions on any matter that may be raised at that stage. The pre-bid meeting will also be conducted live through Zoom for those bidders who may be unable to attend in person.  The virtual connection details will be sent 03 calendar days before the date of pre-bid meeting through email to all bidders who purchased the bidding documents. 6.   A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of BDT 4,000.00 (Four Thousand Taka) or USD 50.00 (US Dollar Fifty). The written application may also be sent from the bidder's official email address to the Purchaser’s official email address specified below along with a copy of documentary evidence confirming electronic wire transfer payment to the Purchaser's bank account. The method of payment will be either Pay Order/ Demand Draft to be issued in favor of Accounts Officer, Regional Accounting Center, Bangladesh Water Development Board, 72, Green Road, Dhaka, or electronic wire transfer to the Purchaser’s bank account specified below. The bidding documents will be sent by airmail for overseas delivery and by hand, surface mail or courier for local delivery. Softcopy of the bidding documents is available (for view only) at website  www.bwdb.gov.bd for information only. 7.   Bids must be submitted to the address below on or before 1500 hours (local time) of October 21, 2021. Electronic bidding will not be permitted. Late bids will be rejected.
