An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
The Correctional Service Canada CSC) has a requirement to rent firearms range space to conduct live fire training and requalification of Emergency Response Team Members and Trainers. This training and requalification is a requirement of CSC National Training Standards. The work will involve the following:
To provide exclusive access when requested to a 100 meter shooting range with eight (8) shooting positions capable of conducting live fire on service firearms at distances of 100, 50, 25,15,10,7 and 3 meters. In instances where CSC rents the whole range, including the 100m, 50m and Education Center, the contractor must provide CSC with exclusive access to the entire range on those rental days.
1.2 Tasks:
1.2.1 The Contractor must provide exclusive access to an approved firearms range as requested by CSC with adequate notice of request for range time, between the hours of 0730 and 1530. CSC will not request range access on weekends or on days that are recognized as statutory holidays.
1.2.2 The Contractor must provide exclusive access to a 100m firearms range facility with a minimum of eight (8) shooting positions capable of conducting live fire on the service firearms at distances of 100, 50, 25, 10, 7 and 3 metres.
1.2.3 The Contractor must provide secure on-site storage for training supplies, including but not limited to, target stands and backer boards, paper targets, cleaning supplies, first aid kits, port holes, and shooting mats. The Contractor must provide access to the secure storage only to approved CSC personnel.
1.2.4 The Contractor must provide a classroom that accommodates up to eight training participants and three (3) firearm trainers. The classroom must have a designated “safe direction” conduct firearm drills.
1.2.5 The Contractor must provide separate men’s and women’s washroom facilities on site.
1.2.6 The Contractor must facilitate the recycling of spent ammunition by providing a receptacle for the used shell casings.
1.2.7 At CSC’s request, the Contractor must provide use of its education centre (classroom) on the days CSC rents the range and classroom. CSC will advise the contractor when it requires use of the education centre (classroom) when it provides its range booking dates or with the prescheduled rental times.
1.2.8 Support to Contractor:
a. CSC will abide by the Contractor’s policies posted in the contractor’s facilities or provided to CSC.
b. CSC will leave the Contractor’s premises tidy and free of damages
c. CSC will provide its booking dates to the contractor at least two (2) weeks in advance, unless CSC and the contractor have made arrangements for prescheduled range rental times.
1.3 Expected results:
Exclusive access when required to the 100 meter range with eight (8) shooting positions capable of conducting live fire on service firearms at distances of 100, 50, 25,15,10,7 and 3 meters and Education Center for training and requalification of Emergency Response Team Members and Trainers.

1.4.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.5 Constraints:

1.5.2 Language of Work:
The contractor must perform all work in English.
1.5.3 Security Requirements:
There are no security requirements associated to this contract.
2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
2.1 The Supplier must provide Gun Range Rental Space
i. within a 20 kilometre radius from 4732 Cemetery Road, Agassiz, BC
ii. with access 12 per year for up to 120 days per year
iii. with a 100m range with a minimum of eight (8) shooting positions capable of conducting live fire on the service firearms distances of 100, 50, 25, 10, 7, and 3 meters, and a 50m range.
2.2 The Supplier’s gun range rental space must include an Education Center space with:
i. A classroom that will accommodate up to eight training participants and three firearms trainers
ii. The classroom must have a designated “safe direction” to conduct fire arms drills
2.3 The Supplier’s Range Rental Space must include secure storage that can be made accessible to authorized CSC personnel only, with sufficient space to store training materials, target stands, targets, ear protection, firearms cleaning supplies.
3. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
Canada Chile Free Trade Agreement (CCFTA);
Canadian Free Trade Agreement (CFTA);
Canada Korea free trade agreement (CKTA).
4. Set-aside under the Procurement Strategy for Indigenous Business
This procurement is not subject to any set-asides for Indigenous Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:

9. Ownership of Intellectual Property

The proposed contract is for a period of two (2) years, from June 1, 2022 to May 31, 2024.

The estimated value of the contract, including option(s), is $138,000.00 (GST/HST extra).
