Bidding is open to Bidders from eligible source countries of the ADB.  2.    The Committee for Roads (“the Employer”) invites sealed bids from eligible Bidders for the reconstruction of about 106.4 km of Surkhandarya Regional Road Project with cement concrete pavement in the road 4R105 Darband-Boysun-Elbayon on the section of 5-70 km and 4R100 Manguzar-Jarkurgan-Bandixon-Oltinsoy-Denov on the section of 128-174 km road (“the works”).   Bidders may bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one (1) contract will be allowed to do so provided those discounts are included in the Letter of Bid. For each lot, the construction period of the contract will be 730 days.  3.    Open competitive bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  Contract No. Description of Contract  The Bidder should have participated in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works.    The similarity of Bidder’s participation shall be based on Construction of concrete paved roads on cement treated base course with at least total width of at least 9m carriageway. The value of the Bidder’s participation of the above mentioned contracts should exceed: The Bidder should have an average annual construction turnover of US$ as mentioned below calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
