Country: Arab Republic of Egypt Loan No. /Credit No. / Grant No.: GEF TF017336 RFB No: RFP No. EG-EEAA-191115-NC-RFB Issued on: August 2020   The Government of Egypt has been allocated grant funds (the “Grant”) from the GEF, which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the Egyptian Environmental Affairs Agency (EEAA) toward the cost of the Sustainable Persistent Organic Pollutants (POPs) Management Project (SPMP), and intends to apply part of the proceeds toward payments under the contract for Repackaging, Transport to Final Destination and Safe Disposal of Obsolete Pesticides and other wastes from several locations scattered over Egypt. The tasks  includes about 200 tons  of OPs icluding Extremely and Highly Hazardous types. the Contractor shall be billed for the actual OPs net weight.   The Egyptian Environmental Affairs Agency (EEAA)/the Sustainable Management of Persistent Organic Pollutants (POPs) Management Project (SPMP) now invites sealed bids from eligible Bidders for Repackaging, Transport to Final Destination and Safe Disposal of Obsolete Pesticides and other wastes from several locations scattered over Egypt. The bidder should propose for all line-items.   Description of required works Two options may be considered to perform the required work: Option I: Repackaging, international shipment and licensed safe disposal in an EU licensed facility in accordance with the Industrial Emissions Directive –or equivalent- facility of  about 200 tons of obsolete pesticides and other hazardous waste and associated contaminated materials. The selected bidder is expected to plan for and implement the tasks. The repackaging, transportation shall be in line with the Basel Convention, and safe and environmentally sound disposal of the materials (Details of work requirements described in section VII of this document). Option II: Repackaging, internal licensed transport and licensed safe disposal in Egypt’s cement kilns of 200 ton of obsolete pesticides and other hazardous waste and associated contaminated materials. The selected bidder is expected to plan for and implement the tasks. The repackaging, transportation in line with all international and national legislations, and safe and environmentally sound disposal of the materials currently located at several stores scattered in Egypt.   Bidding will be conducted through competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “ Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011”  (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.   Interested eligible Bidders may obtain further information from the Egyptian Environmental Affairs Agency (EEAA)/ PSMP/ PMU, Eng. Ahmed Abdel-Hamid and inspect the bidding document during office hours [0900 to 1700 hours] at the address given below.   The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of EGP 2,000.00 (Two Thousand EGP) or equivalent transformable currency the method of payment will be Cash. International Bidders may request to send the bidding documents by courier after transferring the fees adding to it the cost of courier in EGP or equivalent transformable currency.   Bids must be delivered to the address below on or before December 9th, 2020.
