Second Set:
1- As far as we understand, the system is required to assess reading fluency and comprehension for children in grades 4 & 5. Nevertheless, when giving an example for the final reports, it has been requested that the reports would be expected to show “the percentage of children in grade 4 who do not yet know their initial letter sounds”. We need to know how far sound will be involved in delivering the tests?
- Will the test present a sound to which the examinee shall respond in writing?
Or
- The system will expect a sound produced from the examinee then assesses this response (which requires voice recognition capabilities)?
The test will assess the above but if the children re unable to read the grade level text there also needs to be a diagnostic assessment that will enable us to understand their reading difficulties and level of competency.
2- Is the process of developing tests content included within the scope of work? That means will the proposer receive the tests’ content then develop the tests to be delivered on the system, or it is expected from the proposer to design and develop the tests’ content as well in collaboration with MOE Examinations and Assessment Department?
Yes – the tests stated will need to be developed as part of the TOR as stated
3- Our team leader is a technical person and well versed with our system functionality, she is also competent in Arabic language. She is a translator and content developer for educational material in Arabic although she doesn’t have a University Degree in Arabic literacy and/or teaching Arabic. Will these qualifications suffice the requirements for the team leader role?
You need someone who is experienced in how children learn to read.
