Description

UNICEF East Asia and Pacific (EAPRO) is opening an opportunity to both Individual Consultant and Institutional Contractor to submit the proposal for the review of Positive Parenting Programmes in East Asia and the Pacific.

 

For your kind consideration, please find attached our solicitation documents, comprising of the following:

 

- Request for Proposal Ref. LRPS-2018-9137578 with Annex of General Terms and Conditions for institutional contractor and individual consultant – Annex A

- Full Terms of Reference (TOR) - Annex B

- Financial proposal template

 

Should you have any further question, you may submit your queries no later than 19 February 2018 to Ms. Jacqueline Enstone at [email protected] with copy to [email protected] so that all queries could be clarified and circulated to all bidders before the proposal deadline.

 

The closing date for the proposal submission is on 28 February 2018 at 10:00 am Bangkok Time.

** Applicable to Institutions only: In addition to your technical proposal and financial proposal submission, please kindly take note of additional requirements that must be submitted as part of financial proposal below. 

A) A complete copy of your latest audited financial statements with comparative figures for the two (2) most recent years; preferably signed by your Company's accounting firm/certified external auditor. These financial statements should be both for your Company, and the consolidated financial statements of the ultimate parent company, if applicable.

The financial statements are to include, but not limited to, the following:

  1. The Balance Sheet (mandatory)
  2. The Income Statement/Profit and Loss Statement (mandatory)
  3. Statement of cash flows
  4. Statement of changes in shareholders’ equity
  5. The report from the external auditor, if available
  6. Notes to the financial statements, if available

Where possible, please provide an English translation of your financial statements if the documentation is not in English. Note that any financial documentation received is treated in the strictest confidence.

B) A copy of your Company’s certificate of legal registration.

C) Your Company’s UN Global Marketplace (UNGM) registration number.  You are kindly requested to register for, at the very least, Basic and Level 1 stages. Please remembers to select UNICEF as an Organization you wish to do business with. For registration and instructions on how to, kindly refer to the attachment or the UNGM site.

D) We draw your attention to the UNICEF Policy on Conduct Promoting the Protection and Safeguarding of Children (the Policy) (see below link) especially Sections 4.2 and 6.1 that state:

“4.1: UNICEF civil society partners, suppliers or vendors (including corporate consultants and contractors, and academic or research institutions), UNICEF corporate partners, and UNICEF National Committees are expected to ensure that their personnel report all reasonable suspicions that a UNICEF staff member or non-staff personnel, or a UNICEF individual consultant or contractor, has engaged in conduct that is prohibited under this Policy.

6.1: UNICEF will promote the adoption by UNICEF’s commercial vendors and suppliers of robust policies for the protection and safeguarding of children. UNICEF will regard the adoption of such policies as a positive factor when selecting vendors and suppliers.”
