UNDP Vietnam is seeking for 01 qualified Vietnamese firm/institute/organization for a simulation of the Universal Periodic Review (UPR) session for young people in Vietnam; develop standardized manual on UPR; organize a training on methodologies for following up with implementation for civil society and organize a write-shop event

The objectives of this assignment:

The third review of the human rights situation in Viet Nam under the Universal Periodic Review (UPR) at the UN Human Rights Council took place in January 2019. During this third review, Viet Nam received 291 recommendations and accepted 241 recommendations to implement by the fourth review tentatively in April- May 2024. On 31st December 2019, the Prime Minister has issued a Master Plan for the implementation of accepted UPR recommendations by the Decision No.1975/QD – Ttg. The Master Plan sets out objectives, requirements, and key measures for the implementation of 241 accepted recommendations, and tasks different ministries with responsibility to implement specific recommendations. In 2022, Viet Nam has submitted a voluntary UPR Mid-Term Report for the third cycle and has submitted its candidature to UN Human Rights Council for the term from 2023 to 2025, which provides an opportunity for further human rights dialogues and engagements.

The objective of this assignment is to increase awareness and build capacity of young people and CSOs to effectively engage in the UPR process, to understand, follow up and advocate for the implementation of accepted recommendations made to Vietnam under the 3rd Cycle of UPR process and to prepare for their meaningful participation in the 4th Cycle of UPR of Viet Nam which will happen in 2024.

  • Quotations shall be quoted in Vietnamese dongs (VND) and inclusive of VAT and other applicable indirect taxes
  • Bidders should refer to the List of documents to be submitted for Technical and Financial proposals preparation.
