REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES   Institution: Inter-American Development Bank Country: The Bahamas Project: 3499/OC-BH Citizen Security and Justice Programme Sector: Social Investment Abstract: A Firm to design, develop and deliver a competency-based curriculum for exclusive use by CSJP under its Revive Academy brand that supports employment and entrepreneurship in Sales and Service for 870 Beneficiaries Loan/Credit/Grant No.: BH-L1033 Contract/Bid No.: SEPA No. CSJP-372-SBCC-CF-2.1.6 and CSJP-380-SBCC-CF-4.6.1 Deadline: April 2 nd 2021   The Ministry of Finance of the Commonwealth of The Bahamas has received financing from the Inter-American Development Bank (IDB), toward the cost of the Citizen Security and Justice Programme, and intends to apply part of the proceeds for consulting services.   The consulting services (“the Services”) will: design, develop, deliver, and monitor the efficacy of a comprehensive competency-based and demand-driven training in technical skills for sales and service-related industries for 670 at-risk youth; and design, develop, deliver, and monitor the efficacy of a comprehensive competency-based and demand-driven training in technical, numeracy/literary and soft skills for sales and service-related industries providing 200 certificates for incarcerated juveniles.   The Ministry of National Security now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.     Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country.   Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350- 15 and is open to all eligible bidders as defined in the policies.   Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The general objectives of this Programme are to (i) improve behaviors for non-violent conflict resolution in New Providence; (ii) increase employability and employment of the at-risk youth population in New Providence; (iii) strengthen institutional capabilities of justice services; and (iv) reduce the recidivism rate among persons within the prison system and Juvenile Detention Centres. Component 2 of the Programme has a strong focus on youth employability and employment training and aims to increase employability and employment among at-risk youth (15-29 years old) in New Providence. Similarly, to achieve its goal of reducing the recidivism rate, Component 4 of the Programme includes a focus on providing youth within the juvenile unit of the Bahamas Department of Correctional Services and the Department of Rehabilitation and Welfare Services juvenile detention centres with avenues for gainful employment at the end of their period of incarceration. To fulfill the second and fourth objective, The Ministry of National Security intends to apply part of the proceeds of this Loan to contract a Firm to provide comprehensive competency-based, and industry-demand-driven-training for employability, employment, and entrepreneurship with special emphasis on sales and service-related industries for 670 youth-at-risk and 200 certifications for incarcerated juveniles.
