Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.

The Canada Border Services Agency (CBSA) requires guard services in its four Operational Regions (Ontario, Pacific, Prairies, and Quebec as further defined in Appendix 1 to Annex A - Statement of Work).

The Contractors personnel must provide care and control of Immigration detainees, the safe and secure transport of detainees, the verification of departure of persons from Canada who are under a removal order pursuant to the Immigration and Refugee Protection Act (IRPA) or who are otherwise required to leave Canada and perform other duties as described within Annex A, Statement of Work. 

There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information onpersonnel and organization security screening or security clauses, bidders should refer to the Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.

There are mandatory Virtual Site Visits (VSVs) for each Operational Region and an optional bidders’ conference associated with this requirement where personnel security screening is required prior to gaining access to PROTECTED information, assets or sites. Please consult Part 2 - Bidder Instructions.

The requirement is subject to the provisions of the Canada Free Trade Agreement.

The requirement is limited to Canadian goods and/or services.

The evaluation criteria includes the Government of Canada greening, accessibility, and socio-economic initiatives as described in Annex K - Evaluation Criteria. 

The Phased Bid Compliance Process applies to this requirement as described in section 4.1.1.

The Crown retains the right to negotiate with suppliers on any procurement.
