Two Stage Restricted Competitive Selection

The Client invited eligible Consultants to indicate their interest in providing the Services by publishing the Invitation for Expression of Interest (‘REOI’) in the OJEU with reference No 2020/S 123-300529. Firms originating from all countries of the world were eligible to tender for these Services.

The Banks shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the EU, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter and EU sanctions giving effect to UN Security Council resolutions that impose sanctions.

The Client shortlisted five eligible firms to whom a subsequent request for proposals (RFP), both technical and financial, were sent. Financial Proposals were submitted together with Technical Proposals.

A firm was selected on the basis of the most economically advantageous offer as described in RFP, in accordance with the policies of the European Investment Bank detailed in the EIB’s Guide to Procurement which can be found at the following website: http://www.eib.org/en/infocentre/publications/all/guide-to-procurement.htm.

Proposals were ranked according to their combined technical (St) and financial (Sf) scores using the weights T=80 the weight given to the Technical Proposal and F=20 the weight given to the Financial Proposal. The Consultant who achieved the highest combined technical and financial score was invited for negotiations and awarded the contract.
