The Hohhot gas heating Co., Ltd, Beijing, CHINA (hereinafter referred to as “the Borrower”) has received (or applied for) a loan from the European Investment Bank — EIB (hereinafter referred to as “the Bank”) — towards the cost of the Hohhot Energy Efficiency Project.

This contract will include:

Supply of natural gas pipes and equipment.

This contract is expected to be implemented from 20.4.2019 to 20.3.2021

The criteria to be used in the tender evaluation are, in decreasing order of importance:

(i) Financial capability:

(a) submission of audited balance sheets, income statements and cash flow statement, for the last 3 years (2015, 2016 and 2017);

(b) minimum average annual turnover is 250 000 000 RMB within the last 3 years (2015, 2016 and 2017);

(c) the net cash flow (working capital) at the end of 2017 of the bidder should be not less than 50 000 000 RMB or its equivalent in foreign currency. (Cash flow is calculated as current assets minus current liabilities or bank certificates of deposit issued by the bank or the bank credit line with effective period after the completion date).

(ii) Experience and technical capacity:

(a) the bidders shall have successfully implemented at least two projects which were financed by foreign government loan or international finance institutions within P. R. China in the last 5 years (since January 1, 2014). At least one of the above projects should include the content similar to this project, and the contract amount shall be not less than 40 000 000 CNY or equivalent currency;

(b) domestic bidders should have the import and export enterprise qualification issued by the government authorities;

(c) the bidders’ management system shall have been certified with the certificate of ISO9001 Management System.

All firms are invited to participate in the tender.

The employer shall award the contract to the bidder whose offer has been determined to be the lowest evaluated bid and is substantially responsive to the bidding document, provided further that the bidder is qualified to perform the contract satisfactorily.
