Detailed Design, Development and Maintenance of the Transport Observatory Database/ Information System (TODIS)
The overall objective of this assignment is the detailed design, development and maintenance of the Transport Observatory Database/Information System (TODIS). TODIS shall be comprising various data from all South East European Parties of the Transport Community Treaty, including data on TEN-T infrastructure, operation and safety, TEN-T projects and EU acquis implementation.
Contracting Authority’s HQ are located in Belgrade, Serbia. Data collection and users training shall require physical presence of the dedicated experts in all 6 Regional Participants.
The Transport Observatory Database/Information System (TODIS) will be covering the following main functions:
- The monitoring of the performance of the TEN-T Network in the Western Balkans region;
- The monitoring of the TEN-T Projects in Western Balkans region;
- Monitoring of EU Acquis Transposition in the national legislations of the 6 Western Balkans Regional Participants.
The assignment includes the TODIS detailed design and development (based on the functional and technical specifications provided), undertaking the first data collection and populating the system with it, system
implementation and set in operation, users training, and maintenance of the system for three years.
The European Union provides 80% of the Transport Community's budget
