BACKGROUND

In the WHO Regional Office for the Western Pacific, the Health Information and Intelligence (HII) Unit, which operates within the Division of Data, Strategy and Innovation (DSI), provides support to countries in monitoring SDG and UHC and in health information systems development. Countries’ request to WHO include providing support and training in generating estimates for monitoring UHC, including calculating the UHC index as in SDG target 3.8.1 as well as country-focused UHC indexes that can provide tailored estimates relevant for countries’ need and data availability. Additional support in UHC monitoring covers financial protection in access to health care with relevant indicators for SDG target 3.8.2. HII is planning activities for capacity building for calculating estimates for UHC indicators through developing and conducting a training course with interested Member States.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The identified consultant will work with HII team in providing support and facilitating the generation of capacity in WPRO countries in calculating UHC indicators for monitoring SDG 3.8 targets, including the UHC index and financial protection indicators.

The consultant will develop a training package and organise and conduct a practical training workshop with countries.

The consultant will provide support with other SDG/UHC monitoring tasks within the team.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Under the supervision of HII Coordinator, the consultant will work with other team members to develop a training package and organise and conduct a practical training workshop with at least two countries.

Detailed scope of work includes:

  • • Coordination with stakeholders for development of UHC training package and workshop meetings, including coordination and facilitation a country expert panel.
  • • Develop workshop documentation by coordinating different technical units from WHO Headquarters (HQ) and Regional Office (WPRO).
  • • Help to organize virtual meeting.
  • • Prepare the summary of event and lessons learnt.
  • • Other tasks requested by HII Coordinator

 

METHODS TO CARRY OUT THE ACTIVITY

Coordination with stakeholders for development of UHC training package and workshop meeting

  • Coordinate with MOH and WCO for developing the agenda to fulfil country needs and dates of workshop.
    • Brief MOH and WCO about this activity.
    • Prepare agenda and meeting dates in collaboration with MoH and WHO country office (WCO).
  • Coordinate with meeting facilitators: HQ, WPRO health financing, and WCO facilitators to develop training materials.
    • Brief facilitators about this activity.
    • Gather information/presentations on UHC indicators relevance.
    • Gather information/presentations on UHC calculations.
    • Gather the R Scripts (where appropriate).
    • Organise facilitators’ interventions in workshop.
  •  Coordinate and facilitate country expert panel.
    • Organise panel of experts from MoH and WCO to design a country-focused UHC index indicator based on country needs and data availability.

Develop workshop documentation

  • Prepare all needed presentations and develop course materials as needed (e.g. presentations not developed by other workshop facilitators).
  • Develop all documentation needed for the UHC calculations, including Excel and R files (ready-to-use standardized R files for data analysis).
  • Develop background documentation on R Studio installation and basic features .
  • Get access and have ready datasets for their use in the workshop, if appropriate.

Help to organize virtual meeting

  • Ensure smooth and successful development of workshop.
  • Prepare presentations and ensure correct timing.
  • Prepare virtual meeting (conference rooms, breakout sessions, invitation links, etc).
  • Software set up (e.g. provide support with installation of software, facilitate teaching basic R Studio features, etc).

Prepare the summary of event and lessons learnt.

  • Prepare and distribute a quick feedback survey, collect and assess responses.
  • Write workshop report.

 

Outputs

  • Output 1:  Project management and coordination
  • Deliverable:  At least two training workshops.
  •  
  • Output 2:  Technical support on development of UHC training package
  • Deliverable:  Create with the support of other team members a UHC training package.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  University degree in social sciences, public health or related area.

Desirable:  Master’s degree in public health, epidemiology or biostatistics.

 

EXPERIENCE

Essential:  At least five years of experience with data management and analysis of health information, and project management experience organizing meetings and facilitating training courses. Advanced knowledge of MS Excel, PowerPoint, and R. Previous experience working on UHC projects and familiarity with UHC indicators (health and economic indicators).

Desirable:  Previous work experience working with WPRO or any WHO country office in the Western Pacific Region.

 

TECHNICAL SKILLS & KNOWLEDGE

  • • Writing and editing high-level technical and research outputs.

 

LANGUAGES

Advance written and spoken fluency in English is essential.

ADDITIONAL INFORMATION:

  • • Remote/home-based work
  • • The contractor is expected to participate in weekly teleconference meetings every Tuesday afternoon and Friday morning (Manila time), and provide frequent updates on work progress to the HII team.
  • • Duration of contract is for 6 months starting September 2021
