The Somalia National Bureau of Statistics (SNBS) through the Federal Government of Somalia (FGS) has received a grant from the International Development Association (IDA) to finance the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project and it intends to apply part of the proceeds towards payments under the contract for Somali Integrated Household Budget Survey (SIHBS) ICT Equipment – IFB SO-MOPIED-245430-GO-RFB. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Somalia National Bureau of Statistics invites you to submit a sealed bid for SIHBS Survey ICT Equipment. 3.  Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “  Procurement Regulations for IPF Borrowers” Forth Edition November 2020 (“Procurement Regulations”), and is open to  all eligible Bidders who are required  to meet the following minimum qualification:   A) Bidder’s Financial Capability The Bidder shall furnish audited accounts evidencing that it has been in operation for the past three years and that it meets the following financial requirement(s): the average Annual Turnover in the last three years (2018, 2019 and 2020) to be not less than USD 200,000 (Two hundred thousand United States Dollars).   B) Bidder’s Experience and Technical Capacity Bidders must provide evidence of completion of at least three (3) contracts of similar in nature and value for the last 3 years. During the past three (3) years, the Bidder must have completed at least one (1) successful implementation with a contract value of at least USD 200,000.00, preferably in a fragile or transition context like Somalia. C) Documentary Evidence The Bidder must provide documentary of the Survey Materials and accessories offered with technical specifications as supporting documents Warranty Letter for 12 Months D) Bidder’s Legal Requirements Documentary evidence demonstrating legal status and ability to operate in the country of incorporation, such as a valid Certificate of Company Registration A declaration of certificate that the bidder has fulfilled the obligation to pay tax- a valid tax clearance certificate (TCC) with TIN (Q2 2021 must be attached) (Applicable to local suppliers in Somalia). 4. Interested eligible Bidders may obtain further information from SNBS of Somalia and inspect the bidding document during office hours 10:00 to 15:00 Somalia local time except Fridays and Public Holidays at the address given below. A pre-bid telephone conference meeting will be held on 19th August via Zoom at 15:00 Somalia local time. 5. A complete set of bidding documents in English language will be provided upon request. The document including any subsequent amendment or addition will be sent to the bidder by e-mail. Prior registration is required for submitting clarification questions on the bidding documents and receiving automatic notice of answers and addenda to the bidding documents. 6. Bids must be delivered to the address below on or before 12th September 2021 at 15:00 Somalia local time. Due to the ongoing COVID-19 pandemic, electronic submission by email will be accepted. For electronic submission of your bid, you should follow the instruction stipulated in ITB 23.1 of the Data Sheet Section of the Bidding Documents. Late Bids will be rejected. Bids will be publicly opened virtually via Zoom in the presence of the Bidders’ designated representatives on 12th September 2021 at 15:00 Somalia local time. 7. The Bid must be accompanied by a Bid-Securing Declaration, using the form included in the bidding document 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”  9.
