The Government of Tonga has received financing from the World Bank toward the cost of Tonga’s Statistical Innovation and Capacity Building in Tonga (SICBT) Project, 2020 to2025, and intends to apply part of the proceeds for the recruitment of the  TSA Assistant.

The objective of this assignment is to assist the TSA consultant with the implementation of the TSA project and the establishment of the TSA unit in the Tonga Statistics Department (TSD) under the management of the TSA consultant and TSD Economics staff.

It is anticipated that the TSA Assistant will commence as soon as possible on a full-time basis for 12 calendar months with further extension based on need and satisfactory performance. The Tonga Statistics Department (TSD) now invites eligible individuals to indicate their interest in providing the duties of the TSA Assistant. Interested persons should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae or resume with a description of experience in similar assignments, similar conditions, etc.)

The criteria for selecting the TSA Assistant are:

Academic Background and Relevant Experience

  • A minimum qualification of a Diploma or Bachelor in Economics, Statistics, Tourism management or any other related field.
  • With at least 3 years of relevant work experience for a diploma holder and one year of relevant experience for a Bachelor’s degree holder.

Competencies

  • Good analytical skills.
  • Computer literate with well verse skills in common software such as Microsoft Office (Word, Excel, Access, PowerPoint).
  • Good communication skills; fluent in English and Tongan both written and spoken language
  • Able to network and maintain good public relations.

  • Result-oriented
  • Proactive and highly motivated.
  • Honesty and integrity.
  • Innovative and positively addresses change.
  • Accountable and responsible.
  • Good teamwork and collaboration skills.

Scoring:

CVs of eligible candidates that meet the minimum requirements will be scored according to the following criteria:

The attention of interested persons is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers of November 2020(“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A TSA Assistant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in Paragraphs 7.36 to 7.37 of the Procurement Regulations.
