Specific Procurement Notice   Request for Bids Goods (One-Envelope Bidding Process)     Country: Republic of Belarus Name of Project: Belarus Higher Education Modernization Project Contract Title: Supply of laboratory equipment for Educational Institution "Belarusian State Technological University" (including installation and setup) Loan No.: 9056-BY RFB Reference No.: BHEMP/RFB/4/1.1/7   1. The Republic of Belarus has received financing from the World Bank toward the cost of the Belarus Higher Education Modernization Project, and intends to apply part of the proceeds toward payments under the contracts for “Supply of laboratory equipment for Educational Institution "Belarusian State Technological University" (including installation and setup)”.   2. The Scientific and Methodological Institution “The National Institute of Education” of the Ministry of Education of the Republic of Belarus now invites sealed Bids from eligible Bidders for the supply of laboratory equipment: liquid chromatograph equipped with diode array and mass detectors with uninterruptible power supply; ICP-MS Mass Spectrometer for chemical and isotopic elemental analysis with solid, liquid and gaseous sampling systems; Gas Chromatograph-Mass Spectrometer; Pyrolytic gas chromatography-mass spectrometer. The maximum period of delivery of equipment, including installation and setup, is 220 days. A margin of domestic preference shall not apply.   3. Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.   4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Fourth Edition. November 2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.   5. Interested eligible Bidders may obtain further information from the Scientific and Methodological Institution “The National Institute of Education” of the Ministry of Education of the Republic of Belarus and inspect the bidding document during office hours 09:00 to 17:00 at the address given below.   6. Interested eligible bidders should submit a written application to receive electronic version of the Bidding Documents to the following address: [email protected]. Bidding Documents will be sent to eligible bidders within two working days. The original Bidding Documents in PDF format will prevail over the supporting Bidding Documents in WORD format. The original Bidding Documents (in the English language) will prevail over its Russian translation.    7. Bids must be delivered to the address below on or before 12:00 noon on 14 September, 2021. Bidders shall not have the option of submitting their Bids electronically. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00 noon on 14 September, 2021.   8.
