  Invitation for Bids Date: 15 October 2021 Loan No. and Title: 3067-UZB: Solid Waste Management Improvement Project Contract No.and  Title: SUE/Maxsustrans/ICB-W1R: Sanitary Landfill Establishment Deadline for Submission of Bids: 26 November 2021, 15:00 hours (Tashkent time) 1.       The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of Solid Waste Management Improvement Project and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.  2.       The State Unitary Enterprise “MAXSUSTRANS” (“the Employer”) invites sealed bids from the eligible bidders for the construction and completion of the Sanitary Landfill Establishment (the Works). It is estimated that the construction works will be completed within 18 months.  3.       International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope (1S1E) procedure and is open to all bidders from eligible countries as described in the Bidding Document.  4.       Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Historical Financial Performance Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last 3 years (2018-2020) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year (2020) calculated as the difference between total assets and total liabilities should be positive.  ●     Average Annual Construction Turnover Minimum average annual construction turnover of equiv. USD 18,500,000 calculated as total certified payments received for contracts in progress or completed, within the last 3 years (2018-2020).  ●     Financial Resources  The Bidder must demonstrate that its financial resources defined in FIN-3, less its financial obligations for its current contract commitments defined in FIN-4, meet or exceed the total requirement for the Subject Contract of USD 3,000,000.   ●     Construction Experience (Contracts of Similar Size and Nature)   The Bidder must demonstrate participation in at least two construction contracts that have been successfully or substantially completed within the last 10 years (since 1 January 2011 – up to date) and that are similar to the proposed works, where the value of the Bidder’s participation exceeds equivalent of USD 11,100,000.
