MINISTRY OF WATER AND ENVIRONMENT Request for Bids (RFB)- Goods Framework Agreement(s) for Goods (Primary Procurement, One-Envelope Bidding Process)   UGANDA INTEGRATED WATER MANAGEMENT AND DEVELOPMENT PROJECT (IWMDP) SUPPLY OF HDPE, GI AND BRASS WATER PIPES AND FITTINGS FOR UMBRELLA OF WATER AND SANITATION AUTHORITIES UNDER 4 LOTS. RFB REFERENCE NO.: MWE/SUPLS/20-21/00067/1/2/3/4 PROJECT ID: P163782: 1. The Republic of Uganda has received financing from the World Bank toward the cost of the Integrated Water              Management and Development Project and intends to apply part of the proceeds toward payments under Call –off     Contracts that may be awarded under Framework Agreements (FAs) for the supply of HDPE, GI and Brass Water       Pipes and Fittings concluded through this RFB Primary Procurement Process. 2. The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements.      The Procuring Agency is the sole Purchaser under the Framework Agreements. The Procuring Agency now invites      sealed Bids from eligible Bidders for supply of HDPE, GI and Brass Water Pipes and Fittings to the Umbrella of           Water and Sanitation Authorities based in Lira,Kyenjojo,Mbale,Kabale and Wakiso as follows: Lot description Item Description and estimated quantity Lot 1 Supply of 498,000m of HDPE Water pipes for Wakiso &Kyenjojo Lot 2 Supply of 498,000m of HDPE Water pipes for Lira & Mbale Lot 3 Supply of 249,000m of HDPE Water pipes for Kabale Lot 4 Supply of GI Water Pipes and Assorted HDPE, GI and Brass Water fittings for Wakiso, Kyenjojo, Lira, Mbale and Kabale (Estimated quantities indicated in the bidding document)       The details for each lot are indicated in the bidding document. 3. The Framework Agreements to be concluded will be Single-User. The Single-User entitled to purchase under the         Framework Agreements is Ministry of Water and Environment. 4. The Framework Agreements to be concluded will be Single-Supplier. However, the conclusion of a Framework            Agreements shall not impose any obligation on the Procuring Agency, including participating Purchasers, to                  purchase Goods under a Call-off Contract. The conclusion Framework Agreements does not guarantee that a FA         Supplier will be awarded a Call-off Contract. 5. Bidding will be conducted through the Interntional Competitive Procurement procedures using a Request for Bids       (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment       Projects Financing” (July 2016 revised  November 2017, July 2018 and November 2020) and is open to all eligible       bidders as defined in the Procurement Regulations. 6. Bidders may submit Bids for one or more lots 7.The Framework Agreements shall be concluded for a Term of 3 years from the commencement date stated in the       Framework Agreement. The initial term may be extended by a maximum of two additional years. 8. The Primary Procurement shall establish a Closed Framework Agreements. 9. Interested eligible bidders may obtain further information from Ministry of Water and Environment and inspect the        bidding documents at the address given below from 9:00am to 5:00pm on official working days. 10. The Bidding Document in English may be purchased by interested bidders upon submission of the written                    application to the address below and upon payment of a non-refundable fee of Uganda Shillings one Hundred              Thousand Only (UGX 100,000) prior to submission date.. The method of payment will be by Bank Payment                  Advice Form obtainable from the Uganda Revenue Authority (URA) website using “Other NTR” as a tax head in          the form,  from the Ministry of Water and Environment Account’s section or by Electronic Transfer (SWIFT). The          hard copy of the Bidding Documents in English will be available for pick up at          the address mentioned in (12)        and the soft copy can be accessed  at   https://www.mwe.go.ug/library/tendersprocurement.    11. Bids must be delivered to the address below on or before 11:00 am on Thursday, 15th July 2021.   Electronic            bidding will NOT be permitted. Late bids will be rejected.
