The NAVSUP Fleet Logistics Center Norfolk (FLC), Contracting Department, Norfolk, VA intends to negotiate a firm fixed price contract to be awarded on a sole source basis to Elsevier. The instant requirement will utilize the policies and procedures under Federal Acquisitions Regulations (FAR) Part 12, Acquisition for Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification Systems (NAICS) Code for this acquisition is 511120 and the size standard is 1,000 employees. This requirement is for a library subscription database Compendex, an engineering database to be used by the United States Naval Academy for curriculum creation, lesson planning, and student research. The anticipated period of performance is one (1) base year with the option to extend services up to an additional four (4) years in accordance with FAR 52.217-9 “Option to Extend the Term of the Contract.”



The period of performance is anticipated to begin 29 August 2019.
