This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 8090-GPN-41642 updated on 09.12.2015.
The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grants from the European Commission’s Investment Facility for Central Asia and the Bank’s Shareholders Special Fund towards the cost of the Central Tajikistan Water Rehabilitation Project.
The Employer now invites sealed tenders from contractors for the following works to be funded from part of the proceeds of the loan and the grant:
CTWRP-011 Lot №3 Renovation of distribution network in Tursunzoda city (part 2), including:
• Replacement of distribution networks of water supply on Samarkandi street with a diameter from 160 to 530 mm and with a total length about 1700 m;
• Replacement of distribution networks of water supply on the 15th district (site 1) with a diameter from 160 to 315 mm and with a total length about 700 m;
• Replacement of distribution networks of water supply on the 15th district (site 2) with a diameter of 225 mm and with a total length about 700 m;
• Replacement of distribution networks of water supply on the 15th district (site 3) with a diameter from 90 to 315 mm and the total length about 1700 m;
• Replacement of distribution networks of water supply on Bobokulov street with a diameter from 110 to 355 mm and with a total length about 700 m;
• Replacement of distribution networks of water supply on the 2nd district with a diameter from 90 to 225 mm and with a total length about 1600 m;
• Replacement of distribution networks of water supply on H. Yusufi street with a diameter from 63 to 315 mm and with a total length about 1500 m;
• Replacement of distribution networks of water supply on P. Tojiyev street with a diameter from 63 to 225 mm and with a total length about 2200 m;
• Replacement of ferroconcrete manholes and distribution units, valves and other fittings in distribution networks of water supply in Tursunzoda;
• Reconstruction of destroyed parts of roads and sidewalks as a result of piping.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
• The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) for any of the last five years of not less than USD 2,000,000 (two million) or equivalent
• The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 700,000 (seven hundred thousand) or equivalent, taking into account the applicant's commitments for other contracts
• The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years and for the amount not less than USD 1,000,000 (one million) or equivalent
• The Tenderer shall provide suitably qualified personnel to fill the following positions:
- Contract Manager with experience in execution of similar nature and scope of works for at least 8 years, including at least 5 years in the position of Manager
- 4 Welders of PE pipes with a minimum 3 years' experience in the position of Welder
- 4 Welders of steel pipes with a minimum 3 years' experience in the position of Welder
• The tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the following key items of equipment in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract. The Tenderer may also list alternative equipment which he would propose to use for the contract, together with an explanation of the proposal.
- Loader Backhoe with a bucket capacity of 0.5-0.65 m3 - 2 pcs;
- Automotive transport for transportation of cargo with a cargo capacity of up to 10 tonnes – 4 pcs;
- Bulldozer with a capacity not less than 59 kW – 2 pcs;
- Road Roller, not less than 8 tonnes – 1 pc.;
- Electro welding device – 2 pcs;
- Gas welding equipment – 2 pcs;
- Welding unit for welding of PE pipes – 4 pcs.;
- Asphalt cutter – 2 pcs;
- Mobile concrete mixer – 2 pcs;
- Autograder – 1 pc.
- Automobile crane with capacity not less than 10 tonnes – 2 pcs.
• to have all the necessary licences to perform the engineering and construction works in the Republic of Tajikistan.
Joint ventures, consortia or associations (JVCA) shall meet the following minimum qualification requirements:
• At least one partner shall meet at least 40 percent of the minimum qualification criteria listed above;
• Each partner of JVCA shall meet at least 25 percent of the minimum qualification criteria listed above;
• All partners shall be jointly and severally liable;
• Lead partner (a Representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the Contract, during contract execution.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
Contracts to be financed with the proceeds of a loan and a grant from the European Commission will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
All tenders must be accompanied by a tender security of 30,000 (thirty thousand) USD or its equivalent in Tajik Somoni according to the exchange rate of National Bank of Tajikistan at the date of such tender security issuance.
