  FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA ETHIOPIAN ROADS AUTHORITY SPECIFIC PROCUREMENT NOTICE INTERNATIONAL COMPETITIVE BIDDING (CONSULTANCY SERVICES – FIRMS SELECTION) REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES For Technical Assistance to enhance ERA’s Design Management capacity Country: Federal Democratic Republic of Ethiopia Name of Project: Road Sector Support Project Loan/Credit No.: 5371-ET Project ID No.: P131118 Reference No.: S/79/ICB/RFP/IDA/2013EFY The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative, and intends to apply part of the proceeds for Consulting Services of the Technical Assistance to enhance ERA’s Design Management capacity. (Hereinafter called “the Services”) The Services include rendering the Tasks with due diligence and efficiency in fully support to enhance ERA’s Design Management capacity in: Feasibility, Environmental Impact Assessment and Resettlement Action Plan Assessment and Implementation; Review and Improve Technical Design Governance; Review and Update Safety in the Design Processes; Provide Technical Review of Design projects and strengthen technical capacity of the Design Management staff in Design for sustainable and cost-effective delivery of its mission. The Consultant shall perform all duties associated with such tasks to ensure that only the best practice is followed and that the final product is in all aspects equal to that specified, at the most financial costs and is executed in full compliance with the terms of reference. The entire assignment is expected to be completed within a period of 36 (Thirty Six) months after Contract signing. The Ethiopian Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following criteria will be used to assess the Expression of Interest documents; Eligibility,   Company establishment, number and diversity of permanent personnel related to the Service [Team Leader, Senior Highway Engineer, Senior Pavement/Materials Engineer, Senior Geotechnical Engineer, Senior Structural Engineer, Contract Engineer, Senior Hydrologist/Hydraulics Engineer, Senior Quantity Surveyor, Transport Economist, Quality Assurance Engineer, Road Safety Specialist, Environmentalist, Sociologist, Senior Surveyor, Institutional and Training Specialist etc…]   Consultancy Services Turnover in the Last Five years   General Experience (within the last ten years):   Experience in Consulting Services of design, supervision and technical assistance of Transport Infrastructure Projects (Roads/Highways, Railways) is an advantage; Experience in Strengthening of Engineering Design Review Procedure and Design Contract Management.   Specific Experience (within the last ten years):   Experience in design review of Existing Design Management Procedure and  Feasibility Studies, Detail Design and other Engineering Reports; Experience in modernizing and strengthening in design Contracts administration; Experience in Preparation of Procedures for review of Engineering Design, Engineering Design Review, Design and Bidding/Tender Documents; Experience in Review of prepared manuals, guidelines and check-lists; Experience in providing training on selected topics and on job training.   Familiarity, Knowledge and Experience in the region (in Ethiopia and other Sub Sahara Countries) is an advantage, but not mandatory. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  Consultants may associate with other firms in the form of a joint venture or a Sub-Consultancy to enhance their qualifications. Consultants are advised to specifically indicate the type of association in their application. A Consultant will be selected in accordance with the Quality and Cost Based selection method set out in the Consultant Guidelines.
