The Government of Kerala through Government of India has applied for financing from the World Bank toward the cost of the Kerala Solid Waste Management Project (KSWMP) and intends to apply part of the proceeds for consulting services titled “Technical Support Consultancy (TSC) Services” for KSWMP. 2. Broadly, the scope of the consulting services (“the Services”) includes providing (a) end to end support to the ULBs in preparation of Solid Waste Management (SWM) plan, (b) sub-project planning and design, (c) contract management and implementation supervision. TSC will be hired for each package to support the ULBs in the respective districts for the following activities: Activity 1 – Technical assistance for SWM planning and institutional reforms. Activity 2 – Technical support for SWM sub-project preparation and implementation Activity 3 – Environmental safeguard management support for SWM sub-project planning, preparation and implementation Activity 4 – Social safeguard, gender inclusion, citizen engagement and communications support for SWM sub-project planning, preparation and implementation The Consultant will support the client for a period of 6 years. The contract may be reviewed at the end of 3 years to assess the satisfactory performance before continuing for the next 3 years. 3. Total requirement is split into four packages. This is a joint REOI for all four packages which will conclude with four separate shortlist of consultants – one for each package. Follow-on RFP would be issued separately for each package. Listed here are the four packages; Technical Support Consultancy Services – Package A (Districts- Trivandrum, Kollam, Pathanamthitta) Technical Support Consultancy Services – Package B (Districts- Ernakulam, Alappuzha, Kottayam, Idukki) Technical Support Consultancy Services – Package C (Districts- Thrissur, Malappuram, Palakkad) TechnicalSupport Consultancy Services – Package D (Districts- Kasaragod, Kannur, Wayanad, Kozhikode)   4. Kerala Solid Waste Management Project- SPMU on behalf of Suchitwa Mission (under Local Self Government Department, Government of Kerala) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 5.The short listing criteria is mentioned below for each package: 5.1 Package A (Districts- Trivandrum, Kollam, Pathanamthitta) a. have been in business for at least last ten (10) years (i.e. 2010-20); Single Entity Applicant: Must meet requirement. JV Applicant: Must be met by each member of JV b. have an average annual turnover of minimum INR 5 Crores or USD 650,000.00 in the last 3 financial years (i.e. 2019-20, 2018-19 and 2017-18); Single Entity Applicant: Must meet requirement JV Applicant: Must be met by all JV members combined. Lead member must meet at least 50% of the requirement. c. have proven experience of successfully completed 2 similar Technical Support Consultancy [1] service assignments in India/South Asia in the last 10 years (i.e. 2010-20); d. have proven experience of successfully completing 3 similar assignments related to planning, designing and implementing city level Integrated Municipal Solid Waste Management projects (including all parts of the value chain – segregation, collection, transportation, processing/recycling and safe disposal, dumpsite rehabilitation) for cities in India/South Asia in the last 10 years (i.e. 2010-20). Experience of working on decentralized (waste generator and community level) systems for waste minimization and diversion through processing, recycling and resource recovery would be preferred. e. have proven experience of successfully completing 3 similar assignments related to Solid waste management planning, solid waste management project development and implementation and capacity building in  India/South Asia in the last 10 years (i.e. 2010-20). Experience of providing support for strengthening project implementation, procurement, contract management and financial management support including design of PPP projects for SWM would be preferred. f. have proven experience of successfully completing 2 similar assignments related to in community mobilization, IEC, awareness generation and communication, social inclusion, resettlement and rehabilitation related issues for urban infrastructure services related to solid waste management/ sanitation in India/South Asia the last 10 years (i.e. 2010-20). Local experience of working on social inclusion, awareness generation and community engagement for waste management and sanitation services in Kerala and similar states would be preferred. g. have technical and managerial capability to undertake the assignment. Key Experts will not be evaluated at the short listing stage. Single Entity Applicant: Must meet requirement JV Applicant: Must be certified by all JV members 5.5 Consultant indicating interest for multiple packages shall be assessed on cumulative requirement  of those packages for criteria (b), (c), (d), (e), (f), and (g) as listed above based on merit. 6. Firm who receives the contract for assignment “Title: Hiring of Project Management Consultant (PMC), Reference No.: IN-SUCM-183681-CS-QCBS” will be ineligible to get shortlisted or receive an award under follow-on RFP process(es) on the grounds of Conflict of Interest. 7. The lists of documents to be submitted along with EOI are (Expression of Interest shall not be more than total 60 pages): a) Name, address, e-mail, telephone along with a note on the Ownership and organizational structure & core business area of the consulting firm;  b) Document (s) to demonstrate that the firm is in the business for the last 10 years; c) Document (s) relating to details of assignments (requested above) shall be supported by completion certificate or work order along with final payment confirmation. The supporting documents shall clearly state the scope of work undertaken by the bidding agency; d) Details of Maximum 10 projects under eligibility Criteria (c), (d), (e) and (f) listed above under each package (sub-para 5.1,5.2, 5.3 & 5.4) shall only be submitted. The same shall be submitted in the format given as Annexure-I along with supporting documents for each package separately. Further, similar projects can be considered across each criteria within a package. If consultants have a short fall of eligible assignments under each criterion, evaluation will be conducted based on the relative strength demonstrated. e) Certificate from the statutory auditors/Chartered Accountant stating the year wise annual turnover during each of the last 3 financial years (i.e. 2019-20, 2018-19 and 2017-18); f) A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted). g) If expression of interest is submitted for more than one package, documentation shall support to demonstrate that Consultant meets the cumulative requirements as indicated at sub-para 5.5 above. clearly indicate the priority order of packages for short listing purpose. 8. The attention of interested Consultants is drawn to Section IIIof the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest, eligibility and disqualification. 9. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The nature of association i.e. whether JV or Sub-Consultant, must be clearly mentioned in the Expression of Interest. 10.
