Specific Procurement Notice   Request for Bids   Country: Republic of North Macedonia Name of Project: Local Roads Connectivity Project- P170267 Contract Title: Tender 2- Physical works for improvement of the local road    Infrastructure in selected municipalities according to design-    Lot 1, Lot 2, Lot 3, Lot 4, Lot 5 and Lot 6 Loan No.: 9034-MK RFB Reference No.: LRCP- 9034-MK-RFB-A.2.1.2     The Republic of North Macedonia has received financing from the World Bank toward the cost of the Local Roads Connectivity Project and intends to apply part of the proceeds toward payments under the contracts for Tender 2- Physical works for improvement of the local road infrastructure in selected municipalities according to design- Lot 1, Lot 2, Lot 3, Lot 4, Lot 5 and Lot 6.   The Ministry of Transport and Communications now invites sealed Bids from eligible Bidders for: Tender 2- Physical works for improvement of the local road infrastructure in selected municipalities according to design – Lot 1, Lot 2, Lot 3 Lot 4, Lot 5 and Lot 6. The works consist of reconstruction of the existing local roads which are in bad condition (pavement damages, longitudinal cracks, potholes, damaged curbs) and which capacity cannot satisfy the needs of the local residents. In accordance with design projects and the perception of the existing situation on site the rehabilitation or reconstruction comprises, but not limited to, the following type of works: Scratching the existing damaged surface course where needed; Changing of the base course with crushed stone where needed; Constructing of concrete pavement asphalt BBWC (bituminized bearing wearing course); Installing a curb/edge concrete element; Preparing of ducts and laying hose for fiber optic where needed; Constructing sidewalks and bike path where needed; Mapping of horizontal and vertical signalization, etc. The construction activities may also include solution for accepting the surface water from the wearing course and carried out via existing drainage system or constructing surface concrete and earth channels and access culvert for drainage the storm water to the recipient. A margin of preference shall not be applied. The “Tender 2 – Physical works for improvement of the local road infrastructure in selected municipalities according to design” is divided into 6 Lots. The number and identification of lots comprising this bidding process are:   LRCP-9034-MK-RFB-A.2.1.2-T2- Lot #1 – Kriva Palanka, Makedonska Kamenica and Delchevo LRCP-9034-MK-RFB-A.2.1.2-T2 – Lot#2 – Bogdanci, Gevgelija, Demir Kapija, Negotino and Kavadarci LRCP-9034-MK-RFB-A.2.1.2-T2 – Lot#3 – Krivogashtani, Krushevo, Ohrid and Debrca LRCP-9034-MK-RFB-A.2.1.2-T2 – Lot#4 – Kochani, Shtip, Vasilevo, Konche, Cheshinovo and Obleshevo LRCP-9034-MK-RFB-A.2.1.2-T2 – Lot#5 – Shuto Orizari, Mavrovo and Rostushe and City of Skopje LRCP-9034-MK-RFB-A.2.1.2-T2 – Lot#6 – Kichevo   The Intended Completion Date for the whole of the Works shall be for each Lot as follows: For Lot 1: 10 months For Lot 2: 7 months For Lot 3: 6 months For Lot 4: 7 months For Lot 5: 12 months For Lot 6: 5 months   The qualification requirements for each lot are listed in the bidding document in Section III. Evaluation and Qualification Criteria.   Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.   Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.   Interested eligible Bidders may obtain further information from the Project Implementation Unit (PIU) of the Ministry of Transport and Communication, Attn: Ms. Vlasta Ruzinovska, and/or Mr. Slavko Micevski e-mail: [email protected]; [email protected]; during office hours from 09:30 to 15:30. Due to COVID-19 VIRUS emergency, the procedure for obtaining the bidding document and submitting the Bids is strictly electronically as stated below.   The Bidding Document in Macedonian language may be obtained by interested eligible Bidders from the website of the national electronic system for procurement: “-//- ” (https://www.e-nabavki.gov.mk) and from the website of the Ministry of Transport and Communications: http://mtc.gov.mk/javniOglasi; as well as upon submission of an application to the e-mail addresses stated in the above paragraph No.5. and to the additional e-mail addresses: [email protected] and [email protected]. All interested eligible Bidders must submit an application via e-mail with contact details for their companies including contact e-mail address immediately after downloading the Bidding Document from the listed websites, to announce that they intend to participate in the bidding process and to obtain the Annexes 1-6 for Lots 1-6 of the Bidding Document which comprise Bill of Quantities and sub-projects Designs including Technical Reports, Drawings and ESMPs and/or ESMP Checklists for all six Lots as stated in the Bidding Document. Due to the large size of the Annexes, they will be delivered to Bidders that have submitted applications through WeTransfer: https://wetransfer.com/.   Due to expected large size of the Bids, Bids must be submitted AS ONE (1) PDF password protected file through the WeTransfer: https://wetransfer.com/.   Submittal of files compressed by zip, rar or similar compressed formats by email is not allowed. Link from WeTransfer for downloading of each Bid must be submitted only by e-mail to the all four above listed e-mail addresses on or before April 8, 2021, 10:30 a.m. Passwords should be in Latin font. Receipt of each e-mail with link for downloading the Bid (and successful downloading of Bid) will be immediately confirmed. Late Bids will be rejected. Within one hour after the Bid submission deadline Bidders must send the password of their password protected bids only by e-mail to the all four specified e-mail addresses. Bids will be publicly open through Video Conference in the premises of the Ministry of Transport and Communications, Street “Crvena Skopska Opstina”, No. 4, 1000 Skopje, in the presence of the Bidders’ designated representatives and anyone who chooses to follow the bids opening only by video link. Bid opening will start one hour after the bid submission deadline. Minutes of Bid opening shall be shared with all bidders electronically by email.
