   THIS IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only. The Government anticipates releasing a DRAFT solicitation the week of 6 November 2017 for industry to provide comments and/or questions related to the draft document. Interested vendors may submit questions related to the solicitation to the Government within 14 days of the release of the draft solicitation.

The Naval Air Warfare Center - Aircraft Division (NAWC-AD), AIR- 2.5.1.11 at Patuxent River, MD will procure, on a competitive basis, the services necessary to provide operational, logistic and technical services to support the NAWCAD Atlantic Targets and Marine Operations Key West (ATMO-KW) facility in Key West, Florida. Contractors shall provide project support by interfacing with scientists, project engineers and other contractor support personnel who utilize the vessels, facilities and equipment. ATMO KW supports various tests, devices and concepts in the real-world environment. ATMO KW operates and maintains a 192' Research Vessel (R/V), a 180' Training Support Vessel (TSV), a 100'-foot Research Vessel (R/V), and various other smaller boats. The facility provides the necessary facilities for day to day operations and vessel support requirements; however, on occasion ATMO KW is required to conduct worldwide, extensive, long-range, complicated at-sea exercises. These testing events require augmenting the normal facilities with research vessels, specialized personnel, and short-term use of oceanographic equipment. Special operations may also require contractor support at diverse geographic areas such as Hawaii, Canada, British Isles, Europe, Iceland, and South America. A schedule of vessel maintenance requirements is provided by the American Bureau of Shipbuilding (ABS). The contractor will ensure vessels at ATMO Key West are maintained in accordance with ABS Standards. The ABS sets an industry standard for vessel maintenance and the ATMO Key West vessels are maintained in accordance with these standards. The contractor shall provide all technical support services required by the SOW, including research and development, maintenance, operation, and support of facilities and systems, and equipment to meet the engineering development testing and fleet training mission of ATMO KW Division of the NAVAIR Threat/Target Systems Department (5.3).


The contract type is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) and Cost Reimbursable CLINs. The Government anticipates a five (5) year ordering period. This will be a Level of Effort (LOE) requirement and will be competed as a Small Business Set-Aside with a Product/Service Code of K020. This requirement is a follow-on for ATMO-KW services currently being performed by the incumbent, Metson Marine Services under contract N00178-05-D-4453-M801.


Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses (it utilizes as subcontractors) in calculating its performance to comply with FAR Clause 52.219-14.
