Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.   4.Interested eligible bidders may obtain further information from CITIC International Tendering Co., Ltd. and inspect the Bidding Documents at the address given below between 900~1130 and 1430~1700 (Beijing time) from April 2, 2021 to the deadline for bidding every day (except Saturdays, Sundays and holidays).   5.The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.   6.Qualifications requirements include: Business S cale: Bidder's annual turnover in the last three years (2017-2019) should be not less than RMB 112.5 million.   Contract E xperience: In the most recent three years (2017 to the deadline of bidding), the bidder or manufacturer as a supplier has successfully completed at least two supply contracts related to ductile iron pipes, with a single contract amount of no less than RMB 36 million. At the same time, the nature and complexity of these contracts should be similar to the supply demand table in Section 6 of the bidding document. Copy of main contract pages shall be provided in the performance evidentiary materials. The original qualification certificates shall be prepared for checkup.     Technical E xperience: Manufacturers of ductile iron pipes provided should have at least 10 years of production experience (based on the time of establishment of the manufacturer’s business license). The annual production capacity of the manufacturer should be 200,000 tons or more. For the invested product, it should have the production capacity of full series (including pipe fitting) and full-scale (full caliber). It is required to provide the production capacity certificate issued by China Foundry Association (The original qualification certificates shall be prepared for checkup).   Financial S tatus: The bidder's financial status reflected in the annual financial statements (balance sheet, profit and loss statement) of the most recent three years (2017-2019) of the bidder shows long-term profitability. The minimum requirement: the annual net assets of the bidder in the most recent three years (calculated by the difference between total assets and total liabilities) should be positive.   Cash F low C apacity: The quick assets, credit lines and other financing methods available to bidders are sufficient to meet the cash flow required to perform the contract. At the same time, other contracts that the bidder is performing should be considered, and the quick assets are not less than RMB 22.5 million.   Litigation History: The total amount of the unfinished claim, arbitration or other litigation of the bidder shall not exceed 20% of the bidder’s net assets.   Company Qualification s: 1) the bidder shall provide the scanned copy of its business license and the original power of attorney of the legal person (the legal person does not need to provide the bid); The manufacturer shall be a product manufacturing enterprise capable of independently bearing civil liability. 2) the manufacturer shall provide the drinking water sanitation permit issued by the sanitation department at or above the municipal level, and the original qualification certificates shall be prepared for checkup. 3) the manufacturer has passed ISO9001 quality management system certification, ISO14001 environmental management system certification, OHSAS18001 occupational health and safety management system certification and BV certification, and the original qualification certificates shall be prepared for checkup. 4) if the bidder is not the manufacturer of ductile iron pipes, the original authorized documents of the manufacturer of ductile iron pipes to which the bidder is bidding must be provided.
