Reference No. Al-ADF-15574-CS-CQ The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply a part of its for consulting services foreseen under component 3 of this project.. The consulting services (“the Services”) include: “ Consultancy Services for Tourism Information Management System and Statistics Improvement – Assessment and Technical Specification of Goods/System of Tourism Statistics”/ ref. No. Al-ADF-15574-CS-CQ. Main Goal of this Assignment The overall objective of this assignment is to review the current Tourism Information Management System and Statistics in Albania and make clear and realistic recommendations for updating it to provide more effective information for planning for the development of the tourism sector. Using a highly consultative process that includes the participation of stakeholders, the Ministry of Tourism and Environment, Bank of Albania, INSTAT, Ministry of Interior, Ministry of Culture, municipalities, tourism association and both local and international private sector tourism players, and key project staff from the Albania Development Fund and the Project Coordination Unit of the Ministry of Infrastructure and Energy, the consultancy will review the current System of Tourism Statistics in Albania and analyze the scope of data collection in tourism sector. The consultancy will recommend on how to improve collection, availability, and use of data on Albania’s tourism sector, model questionnaires and outline implementation guidelines, implementation plan and institutional guidelines. Finally, the consultancy will develop Technical Specifications for the Establishment of an Electronic System for Tourism Statistics. Albanian Development Fund (ADF), now invites eligible International Firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The Assignment will be carried out through the following specific Tasks: Task 1: Inception Report; Task 2: Situational Analysis of Tourism Statistics in Albania; Task 3: Develop ToRs for 1st year implementation; Task 4: Develop Technical Specifications for the Establishment of an Electronic System of Tourism Statistics and Statistics Information software (infrastructure) The assignment is required to be performed by a consultant firm with: (i) Experience working on data collection and evidence-based policy-making; (ii) Experience working in the area of tourism development, consulting on similar projects, and/or direct involvement in Tourism Satellite Accounts in other countries; (iii) Experience working in Central/Eastern European countries; (iv) Proven previous experience in IT Tourism Projects in different institutions (Public or Private); (v)Possess facilitation skills and a willingness to think creatively and produce innovative solutions; The consultant should have a multi-disciplinary team of 4 key staff professional and technical personal will be required for the execution of the project. The presence of the key international staff is considered obligatory as part of the deliverable in the stakeholder workshop. The Consultant Team should be composed by: KE-1/ Team Leader/International Tourism Expert- advanced degree (masters, Ph.D. preferred) in statistics, economics, or related field, with at least 15 years of working experience in economy/tourism; KE-2/Local Tourism Expert- Graduated in Economy/Tourism, (Post graduate studies will be considered an asset) with at least 5 years of professional experience, particularly working in tourism sector in Albania to serve as local liaison KE-3/Local Tourism Expert- Graduated in Economy/Tourism, (Post graduate studies will be considered an asset) with at least 5 years of professional experience, particularly working in tourism sector in Albania to serve as local liaison; KE-4/Local IT Expert- advanced degree (masters, Ph.D. preferred) in computer science, information management or related field, with at least 8 years of professional experience in previous IT Projects, preferred in tourism field; The short-listing criteria are: No. Evaluation Criterion Points 1. Availability of staff within the firm to perform the assignment 10 points TOTAL 100 points The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest. The consultant should be a Firm. The selection method to be applied is Consultant Qualifications (CQ), in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014). The assignment is expected to be completed within 6 months, from the date of signing the contract and the level of inputs required are 7.5 man/months. The firm will be contracted under a lump sum contract. The consultant is expected to start the service on June 2021 until end of December 2021.
