Conducting multi-modal traffic surveys throughout Scotland and delivering data collected from these surveys to Cycling Scotland’s specifications.

II.2.4) Description of the procurement

Aim:

To maintain and continue development of a monitoring programme, named the National Monitoring Framework, which will provide data on the long-term trends of cycling throughout Scotland.

Objectives:

1. To undertake bi-annual traffic and pedestrian volume counts throughout Scotland in order to identify and measure long term trends in cycling modal share, particularly:

a. Identifying potential locations within defined areas, which are suitable to undertake multi-modal traffic surveys.

b. Utilising the necessary equipment which will effectively and accurately record all modes of traffic, including pedestrians and cyclists.

c. Ensuring the methods of data collection are consistent throughout all sites and are delivered in a standardised format.

d. Ensuring the methods of data collection are GDPR compliant.

e. Replicate the data format of previously completed counts to ensure ongoing data comparison.

2. To undertake traffic and pedestrian volume counts of variable length throughout Scotland outwith the bi-annual counts on request, which also meet the requirements set out in objective 1.

Deliverables:

Cycling Scotland will manage this commission. The successful tenderer will be expected to produce the following deliverables:

1. To conduct multi-modal traffic surveys throughout Scotland that, at a minimum, meets the requirements set out in the aim and objectives above and taking consideration of any further agreements as discussed during the Inception Meeting

2. To deliver data to Cycling Scotland’s specifications which, at a minimum, meets the requirements set out in the aim and objectives above and taking consideration of any further agreements as discussed during the Inception Meeting
