Tender Details

Transport for NSW (TfNSW) is seeking Proposals to deliver the Mascot Tunnel System Upgrade Project (The Project). The Project will be delivered under two consecutive contracts, with the initial contract being the Early Contractor Involvement (ECI), after which TfNSW may engage the Contractor to undertake the Project under a Managing Contract (MC) agreement.

The current Mascot Tunnel electrical, mechanical and hydraulic infrastructure has reached end of life and does not meet operational requirements. To achieve reliability, availability, maintainability and serviceability objectives, an asset renewal is required.

Mascot tunnel traverses under the North-South runway of the Sydney Airport, operated by the Sydney Airport Corporation limited (SACL).

The project involves:

• The upgrade of mechanical, hydraulic and electrical services within the tunnel to achieve reliability, availability, maintainability and serviceability objectives.

• Construction of electrical and hydraulic infrastructure outside of the tunnel boundaries.

• Installation of an 11kV feeder cable from the Botany zone substation to the tunnel electrical infrastructure.

• Reconfiguration of the 11kV feeder lines beneath General Holmes Drive from Arncliffe and from Rockdale substations to the new Western substations.

Virtual pre-tender briefings will be held on Tuesday 6 October and/or Wednesday 7 October 2020. Attendance at this briefing is mandatory in order to submit a conforming tender.

Proponents must confirm their attendance for the pre-tender meeting by COB Friday 2 October 2020 by emailing [email protected] with subject heading stating ‘Pre-Tender Meeting Attendance Confirmation – 19.0000303642.1448 – Mascot Tunnel System Upgrade. Dialling details will be provided to the confirmed attendees.

All Proponents must comply with the New South Wales Government's Procurement Policy Framework (NSW Framework), Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
