The Education Authority in Northern Ireland (EANI) requires software licencing and support for its existing. Manhattan Information System for on-going minor maintenance services for a period of 2 years and the Re-Configuration of the Manhattan System from 5 regional set-ups to three to align business delivery to new contracts.
To facilitate the new EA locality based maintenance and minor works contracts due to commence on 1 April 2020, a complete re-configuration of the current Manhattan Information System is required to change from a five regional setup to a three locality setup to align business delivery and management of the new contracts.
The proposed extension is permitted by Regulation72(1)(b) of PCR2015.
A change of provider:
(i) cannot be made for economic and technical reasons given the complex transitional requirements and need to ensure continued system delivery which is vital to EA;
(ii) would cause significant inconvenience or substantial duplication of costs for EA.
To facilitate the new EA locality based maintenance and minor works contracts due to commence on 1 April 2020, a complete re-configuration of the current Manhattan Information System is required to change from a five regional setup to a three locality setup to align business delivery and management of the new contracts.
This is a propriety system and cannot be supported or re-configurated by another supplier.
