Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The Coronavirus pandemic has had an unforeseen impact on the level of significant barriers to employment and on the ability of this contract to adapt delivery to respond to these needs. The ESF funded Youth Promise Plus project, which this contract is part of, has

secured an extension and to maintain continuity of delivery for the most vulnerable cohorts within YPP it is proposed to extend the contract to the end of June 2022 using existing project underspend and in accordance with the Covid 19 Procurement Policy Note 01/20

issued by Cabinet Office. These extensions will allow YPP to continue to deliver this provision, which has been severely impacted by the pandemic.

The additional activity required with this extension is the delivery of additional support hours proportional to the original contract

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and To maintain continuity of delivery for the most vulnerable cohorts within YPP it is proposed to extend the contract to the end of June 2022 using existing project underspend and inaccordance with the Covid 19 Procurement Policy Note 01/20 issued by Cabinet Office. These extensions will allow YPP to continue to deliver this provision, which has been severely impacted by the pandemic.The extension of the contracts are related to Covid 19 and this is applied under The Public Contracts Regulations 2015 72(1)(c).
