The Scottish Fire and Rescue Service (SFRS) have a requirement for service providers to provide hazardous materials (HAZMATS) scientific advisory response, reach-back service, HAZMAT and detection, identification and monitoring training services to support SFRS activities in dealing with and preparing for incidents involving hazardous materials across the entirety of the SFRS Response Area.

All queries regarding the tender documents shall be made in writing by electronic means using Public Contracts Scotland no later than four (4) days prior to the tender return date (which is 12.00 noon on 16 November 2020).
All submissions must be completed and submitted electronically, in accordance with the instructions in the ITT.
SFRS shall not be responsible for any costs, charges or expenses incurred by tenderers and accepts no liability for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed. Bidding and bid costs are entirely at the risk of bidders and will not be refunded by SFRS under any circumstances.
All dates and times specified in this notice are only provisional and the SFRS reserves the right to change these.

The Scottish Fire and Rescue Service (SFRS) must, by notice in writing as soon as possible after the decision has been made, inform all tenderer's and candidates of its decision to award the contract, conclude the framework agreement or establish a Dynamic Purchasing System. The SFRS will incorporate a minimum 10 calendar day standstill at the point information on the contract award is communicated to tenderer's. The SFRS is obliged to comply with the regulations and any eligible economic operator can bring an action in the Sherriff Court or the Court of Session where as a consequence of a breach by the SFRS, they suffer or risk suffering loss or damage. The bringing of court proceedings during the standstill period means that the SFRS must not enter into the contract, conclude the framework agreement or establish the Dynamic Purchasing System unless the proceedings are determined, discontinued or disposed of: or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the Regulations.
